(Adjourned Session of the 1980 Annual Town Meeting - March 24, 1980.) <br /> Article 31. Presented by James F. Crain. <br /> MOTION: That the sum of $125,000.00 be appropriated to purchase a <br /> new police communication system (Boston Area Police Emergency Radio <br /> Network), and that such amount be raised in the tax levy. <br /> 8:23 P.M. <br /> Both the Board of Selectmen and the Appropriation Committee favor <br /> this proposal according to Robert B. Kent and Barry A. Hall, III. <br /> Mr. Hall added that if not purchased this year, the cost will be <br /> increased next year. 8:25 P.M. <br /> Captain Paul Furdon of the Lexington Police Department spoke on <br /> this article and introduced Timothy Coogan, General Counsel of the <br /> Greater Boston Police Council. This council was formed ten years <br /> ago for improving the quality of police services. Mr. Coogan then <br /> gave an explanation of this new system and answered many questions. <br /> 8:37 P.M. <br /> Stephen Michael Politi served notice of reconsideration of Article 30. <br /> 8:38 P.M. <br /> Article 31. In response to a question by Sam Nablo, Mr. Coogan said that the <br /> (Cont.) system would be owned completely by the town. 8:45 P.M. <br /> Main motion under Article 31, as offered by Mr. Crain, declared <br /> carried unanimously. 8:50 P.M. <br /> Article 32. James F. Crain moved, for the Board of Selectmen, that Article 32 <br /> be postponed until Wednesday, April 2, 1980. 8:51 P.M. <br /> (See Mr. Crain stated that the bid for Lex -Press was received a week <br /> Pages ago and as it has an escalator clause in it, the Selectmen feel <br /> 554 - that they need time to give the proper attention to details and <br /> 560) they also wish to have a proper dialogue with the Appropriation <br /> Committee. 8:52 P.M. <br /> Motion to postpone Article 32 until Wednesday, April 2, 1980 was <br /> declared carried unanimously. 8:53 P.M. <br /> Article 33. Presented by Margery M. Battin. <br /> MOTION: That the sum of $7,500.00 be appropriated for a needs <br /> (See assessment for a Senior Citizens Center and the determination of <br /> Pages the suitability of Munroe School and Muzzey Junior High School for <br /> 552 & such a facility, and that such amount be raised in the tax levy. <br /> 553) 8:53 P.M. <br /> Mrs. Battin reported to the town meeting as requested at the 1979 <br /> Annual Town Meeting. She stated that the Selectmen recommend the <br /> appropriation of $7,500 to do a thorough needs assessment for <br /> future needs. 9 P.M. <br /> Under Article 2, Mrs. Battin moved that the report as mandated by <br /> Article 31 of the 1979 Annual Town Meeting be accepted and placed <br /> on file. Carried Unanimously. 9 P.M. <br /> Donald B. White, for the Appropriation Committee, moved that this <br /> article be tabled until after Article 52, but he corrected his <br /> motion to postponement until after Article 52. 9:02 P.M. <br /> After general discussion, Mr. White moved to amend his motion to <br /> read that Article 33 be postponed until after Article 49. Amendment <br /> declared carried by voice vote. 9:09 P.M. <br /> Mr. White's motion, as amended, that Article 33 be postponed until <br /> after Article 49, declared carried by voice vote. 9:12 P.M. <br />
