CHAPTER 2 <br />INTRODUCTION AND SCOPE OF WORK <br />Municipal Resources, Inc. (MRI) was retained by the Town of Lexington, Massachusetts, to <br />conduct a staffing and operational study of the Lexington Fire Department. The primary <br />purpose of this study is to review the staffing, deployment, and operation of the Lexington Fire <br />Department to determine whether there are efficiencies that may be achieved or operational <br />improvements to be made. <br />In performing this study, MRI has focused on the following aspects of fire department <br />operations: <br />• Organizational structure and governance <br />• Organizational, managerial, and operational practices <br />• Staffing levels <br />• Community risks, vulnerabilities, and concerns <br />• Fire department apparatus and equipment <br />• Fire department facilities <br />• Community perceptions concerning the fire department <br />• Employee perceptions and morale <br />The MRI study team made numerous visits to Lexington and conducted the following activities <br />in the development of this report: <br />0 Participated in meetings of the town's fire department study committee to present <br />observations, discuss potential recommendations, and receive feedback <br />• Individual interviews with members of the board of selectmen <br />• Meetings with the town manager, assistant town manager, and interim fire chief <br />• Individual interviews with representatives of the Lexington business community <br />Town of Lexington, MA: Fire Department Staffing Study <br />Prepared by Municipal Resources, Inc. <br />June 2012 <br />Page 10 <br />Municipal <br />Resources <br />
