M. <br />2_ <br />Mrs. Frick was thanked for her presentation and will be asked <br />return for further discussion. Now <br />GPERATICNS <br />Mr. Mute noted the promotion to the position of Operations Manager <br />Of Joe Medlin, DPW, Mr. Medlin, who was selected fran among four strong <br />candidates, has worked in the DPW since 1966. The Manager described the <br />functions of the job and introduced Mr. Medlin and his family to the <br />Board. <br />Mrs. Smith noted Mr. Medlin ' s significant contribution to the Waste <br />Management Task Force efforts and thanked him for his dedicated service <br />to the Tc►wn. <br />FY89 TAX OSSIFICATION HEARING <br />Mrs. Smith read the Legal Notice of the Public Hearing and <br />Information Session of FY89 Tax Classification which stated that the <br />purpose of the meeting was to review with the Assessors the property tax <br />classification options allowable under Mass. General Laws, Chapter 40, <br />Section 56, and the selection of the residential factor from which will <br />follow the classified tax rates for fiscal 1989. <br />Assessor Chairman Robert Leone., Assessor Robert Foster and Town <br />Assessor David Stusse were present. <br />Nor. Leone reviewed a document entitled "Levy Limit & Tax Rate <br />Citation" showing the allowable levy increase for growth and <br />calculations resulting in a rate of $12.52, if businesses and residences <br />were to be taxed unif ormly . ' <br />He explained the "Range of Fiscal 1989 Tax Rates" which listed <br />Masai <br />residential factors from 85,3563% to 140 %, noting that the residential <br />factor used in FY88 had been 86.3718, which allowed for a 4.8% <br />residential increase and a 7.1$ carcercial rate increase. In light of <br />expenses connected with the override for the purchase of the Pine <br />Meadows Golf Course land, the Assessors recommended adoption of a <br />residential factor of 86.9523 %, which would result in a residential tax <br />rate increase of 5,,5% and which he felt would came most closely to <br />equalling the same level of increase as in FY8 8 , plus covering the extra <br />funds needed to accommodate the bonding of the purchase of Pine Meadows. <br />There being no further statements, the C ha i rman declared the <br />hearing closed. <br />Upon motion duly made and seconded., it was voted to adopt a <br />residential factor for fiscal 1989 of 86.9532$, as recommended by the <br />Board of Assessors. <br />Mrs. Smith expressed the appreciation of the Board to the Assessors <br />and Mr. Stusse for the clear presentation of information, upon which <br />this decision had been made. <br />ro:* � :N kN, I a <br />Upon motion duly made and seconded, it was voted to execute an <br />Order of Taking on Byron Avenue as shown on a plan entitled, "Plan of <br />Proposed Sewer E asement , Byron Avenue, Lexington MA.
