lO <br />S S kf=ING p <br />� #r <br />September 14 1988 <br />A regular meeting of the Board of Selec en was held on Wednesday, <br />September 14, 1988, in the Selectmen's Meeting Roam, Town office <br />Building, at 7:30 p.m. Chailman Smith, Mr. Marshall, Mr. Eddison, Mr. <br />Dailey ■ Mr. McSweeney; Mr. White Town Manager, and Mrs . Snow, Executive <br />Clerk, were present. <br />MAPC , A. FRIC K REPORT <br />Angela Frick, Lexington's representative to the Metropolitan Area <br />Pl annin g Council, was present for a report to the Board on the Tom's <br />relationship with MAPC. <br />Mrs Frick outlined the history of MAPC and its role in dealing <br />with issues concerning the 101 cities and towns which are within its <br />area, <br />She noted that MAPC has formed technical advisory carwra" ttees <br />carprised of representatives fran the various member towns,, which deal <br />with policies on land use, environmental qua_l.ity, transportation, and <br />housing. Mrs. Frick is a member of the Land Use CaTnittee which has <br />worked on issues relative to the Met, State Hospital Land, the cam uter <br />bikeway, the land tax, solid waste and possible disposal sites, and the <br />protection of the Cambridge Reservoir. <br />Mrs. Frick also reviews E nvir xm ental Impact Statements for <br />federally funded develaprnents , i.e. Hanscom Field and the one Tracer <br />Lane proposals . She provides the Selectmen, Town Manager and Pl n m n g <br />Board copies of all her responses and is making an effort to interact <br />with the Pl annin g Board on any information she receives* Mrs. Frick has <br />requested N,APC to p re par e an updated guide book on all conservation <br />� <br />trails in ' gton. <br />Mrs. Frick ,+sported that copies are available of MAPC' new <br />publication entitled "Update 2 ", which the Council has offered to <br />review with the Selectmen. <br />Mrs Frick re ferred to the North Central Subregional COMmittee <br />formed by NAPC which includes representation from the com� ties of <br />Bedford, Burlington. Lynnfield, Wakefield, Wilmington, Winchester, North <br />Reading, Reading, Stoneham and Woburn and asked about the Board's view <br />on Lexington involvement. <br />Mr. Eddison noted that the Board had felt it inappropriate to <br />belong to regional groups of camunities with which Lexington has <br />relatively few caurxan concerns. He referred to the revitalized HATS II <br />group uxAllprised of four towns which have a more unified set of <br />objectives and felt that Town involvement and efforts in that cvrinittee <br />would be more productive. <br />Mrs. Smith pointed out that at the August 28th meeting of the NCSC, <br />which she, Mr. Marshall and Mr. White had attended, various topics were <br />brought up which were of interest to all 'ties. She agreed that <br />gton is fortunate to have HATS working in coordination with three <br />POO neighboring towns, but said she would prefer to think about whether <br />involvement in both HATS and NCSC may be beneficial. She will inform <br />Mrs. Frick when the Board has came to a decision on the matter. <br />Mr. Eddison said he would like to see HATS II also recognized by <br />MAPC as a regional committee <br />
