S IFT EC 7M N S G <br />April 11, 1988 <br />.A regular meeting of the Board of Se lectamen was held on Monday, <br />April. 11, 1988, in the Selectmen's Meeting Roam, Town office Building, <br />at 7:00 p.m. Chaixman Eddison, Mr.. Marshall, Mr. Dailey, Mrs. Smith, <br />Mr, McSweeney Mr. White., Town Manager; Mr. Cohen,, Town Counsel; Mrs. <br />Snow, Executive Clerk, were present. <br />REFUSE DIS POSAL CONTRACT <br />Mr. White reported on his conclusions regarding the Refuse <br />Collection Contract award. He referred to potential savings to be <br />realized fram future recycling and construction of a transfer station. <br />He recarinended a three year contract to allow maintenance of maxirrmun <br />flexibility if either recycling is approved or a transfer station is <br />constructed by fiscal 1 92 and that Waste Management of Boston North as <br />lowest and most qualified bidder be awarded a three year contract in the <br />amount of $2,042,361 for Base bid 1 and alternate 1A. <br />Motion was made and seconded to award a three year contract for <br />Refuse Collection and Disposal to Waste Management of Boston North, in <br />the amount of $2,042,361.00. <br />Attorney Tartarian, representing Vining Disposal Service presented <br />�- his client's position that they were the law bidder, and that the <br />wording of the bid proposal, dictated that Vining should be awarded the <br />' contract. Mr. Tartarian pointed out that Vi ning Is bid, taking recycling <br />into account, was lower than Waste Management's. <br />Mr. Cohen noted that the recycling data requested had been only for <br />informational purposes. Regarding language in the bid document which <br />Mr. Tartarian had questioned, Mr. Cohen said that the relevant statute <br />refers only to buildings and public works construction projects., not <br />waste collection. He believed that Waste Management's bid was camrplete <br />and proper and could be properly awarded to them. <br />Motion having been made and seconded, it was voted to award the <br />three- -year contract for collection, transport and disposal to Waste <br />Management of Boston North, 22 N. Maple St., Woburn ■ in the amount of <br />$2,042 ■ 361, as recaunended by the Town Manager, <br />SID 3MIK SERVICE, COFFEE LION <br />Mr. White reported on the request of Stephen Li f f , General Manager <br />of the Coffee Connection for a sidewalk cafe permit and his intention as <br />Manager to approve the request subject to the same conditions as <br />prevailed in 1987. The rent per month for this use of the sidewalk <br />would be raised from $75.00 to $100,00. <br />There were no objections to the Tlawn Manager's approval of Mr. <br />Liff's request. <br />CE3MCE ORDER, CONTRACr 88-1., STREET PAVING <br />Mr. White informed the Board that new posts for the Center Field <br />basketball courts had been installed by DPW work crews and that paving <br />of the courts is scheduled for mid-May, He noted an extension of <br />inplace bid price for street resurfacing by Hiway Paving for work on the <br />basketball court reconstruction project. <br />
