Ctr, . <br />Advisory Committee and the Center Revitalization Committee for review and <br />recommendations, <br />Upon motion duly made and seconded, it was voted to refer the request <br />of the Cary Memorial Library Executive Committee for additional handicapped <br />parking spaces at Cary Library to the Traffic Safety Advisory Committee <br />for its review and recommendations . - <br />Upon motion duly made and seconded,. it was. voted- to approve the re- <br />appointments by the Town Manager of Barbara Ciampa and Barbara Rubin to the <br />Council on Aging for terms to expire on June 1, 19870. <br />Cary Library <br />Handicapped <br />Parking <br />Appts. <br />Csl /Agin.g <br />.Upon motion duly made and seconded, it was voted to . approve the appoint -- Appts . <br />ment s of Joel Adler, 22 Village circle, and Joyce Miller, 17 Oakland Street,, Cons . Comm. <br />as members of the Conservation Commission for terms of office to expire on <br />April 1, 1985. <br />Ms. Adler reported on staff recommendations on the request of Helen <br />Carota 24 Tarbell Avenue, for lifting of restrictions prohibiting building <br />on - a small former tax title lot purchased by the Carotas , which . adjoins <br />their property. <br />She gave a recommendation t'o deny the request, based on reports to <br />that of f ect by' the Building Commissioner, Conservation Commission and Town <br />Counsel that releasing the restriction would be inconsistent with the original <br />purpose for which the land was conveyed and would promote the creation of lots <br />that do not meet current standards. <br />Upon motion duly made and seconded, it was voted to deny the request of <br />Helen Carota for lifting of building restriction on Lot 138, leap 13, imposed <br />at the time of - sale by the Town. <br />Ms. Adler noted that the Carotas - would be very likely to request an <br />appointment for further discussion of the matter with the Board. She will <br />inform Mrs. Carota of the Board's view on her request but that she, if she <br />wishes, can attend the July 16 meeting for further explanation of her c it - <br />cumstances. <br />The Board reviewed the request of Mark Moore , -Jr . for deferment of <br />payment on a sewer betterment assessment for land at Emerson Road with un- <br />buildable lot with a total area of 7,000 sq . ft. <br />The recommendation of Francis Fields, Town Engineer f or abatement, rather <br />than deferral, based on the non - buildable status of the lot was noted. <br />Mr. Cohen explained the policy regarding the granting of def ermen.t s <br />noting the possibility that it may be possible to combine the lot with other <br />land to form a buildable lot in the future. He recommended the deferral <br />process, rather than abatement, until that matter is resolved. <br />Upon motion duly made and seconded, it was voted to defer payment of <br />sewer betterment assessment against property owned by Mark Moore, Jr. and <br />Carota lot <br />Tarbell Ave. <br />Sewer Def erm, <br />Moore, <br />Emerson Rd. <br />
