_3 _ <br />Selectmen's Meeting <br />January 30, 1984 <br />Mr. Hutchinson referred to a letter of complaint regarding parking <br />on Worthen Road, signed by residents of the Battle Green Apartments. The <br />letter cited safety hazards and impact of parking of commuter bus riders <br />and overflow of Grace Chapel parking on Worthen Road. The residents sug- <br />gested removal. of the bus stop from Worthen Road and banning of all park-, <br />ing at driveway entrances and . exits.. Mr. Hutchinson noted the temporary <br />solution provided by the winter relocation of the bus stop., but that the <br />suggest ion . for the parking ban had not been addressed, <br />Upon motion duly made and seconded, it was voted to refer the traffic <br />concerns stated by the residents of Battle Green Apartments to the Traffic <br />Safety Advisory Committee for its review and recommendations. <br />Town Counsel. advised the Board of favorable result of the 14- --year <br />old. Hall vs. Corr case and reported. that Judge Garrity's verdict had <br />favored the Town on all points, <br />Upon_ motion duly made and .- seconded , it was voted 4 o by roll call <br />voted, Mr.. Politi , Mrs. Bat t in, Mr. Sacco, Mr. McLaughlin, to go into <br />Executive Session for discussion of matters of litigation, with the in- <br />tent to resume open session. Mr. Hutchinson concurred. <br />At 9 :14 p .m. , open session was resumed . <br />Mr. Hutchinson referred to proposed changes in the Town's Charter, as <br />recommended by the Selectmen/Town Manager Act Review Committee.. He noted <br />that some are "housekeeping changes" while others are inteded to give more <br />flexibility and facilitate citizen participation in government <br />He reviewed a sysopsis of the proposed changes including his recommen- <br />dations on each and indicated those items on which agreement has apparently <br />been reached as , f ollows : <br />Section 2 (b ) <br />Worthen Rd. <br />parking <br />Hall /Corr <br />case <br />Executive <br />Session <br />Set / Town Mgr <br />Ac t <br />Recommendation that Selectmen solicit information for performance evalu- <br />ation of Comptroller and Town Counsel f ram the Manager and Chairmen of Board s, <br />Committees and Commissions. The concensus of the Board wa -s to agree with the <br />Manager's observation that this is a matter of Board policy, not consti- <br />to t Tonal reference, <br />Section 2(e) <br />Recommendation that the Manager solicit information from Committee <br />Chairmen regarding appointment of staff and 'committee members. The Board had <br />agreed that the appropriate place for such a sustem would be in personnel <br />policies and procedures* <br />Section 2(e), 3 <br />Title change /deletion of titles. The Board accepted the Manager's recom- <br />mendation that titles could be changed to reflect current usage, but that <br />they should remain in the Charter for historical purposes. It had been sug- <br />gested that future Charter revision might be a more appropriate time to <br />delete obsolete titles. <br />Section S <br />Recommendation restricted e1 ig 1 e candidates for appointment as Town <br />Manager. The Board agreed that the current language allows the Board of <br />Selectmen flexibility that may be useful but that this specific requirement <br />
