There is agreement with the recommen- <br />da t ion to allow for a public hearing. <br />Section 9 Powers and Duties of the Manager -- Consolidation of Offices. <br />Mr . Hutchinson was strongly opposed to the change of language which would <br />allow Town Meeting to decide on consolidation of positions and /or boards <br />and agencies, rather than the Manager with the approval of the Board. <br />Section 9(c) Information. to be solicited from citizen agencies regard- <br />ing staff performance. The Selectmen appeared to agree that performance <br />evaluation was properly a subject of policy and procedure rather than charter. <br />Section 9(d) Selectmen .award of DPW Contracts. The Board had voiced <br />satisfaction with procedures currently used to avoid potential conflict with <br />the statute that designate the Selectmen as the Board of Public Works, i.e. <br />that they vote to authorize the Town Manager to execute contracts. <br />Sections 12 and 13 The Manager reviewed the following proposed changes <br />to the Act, regarding Budget and -Town Meeting timing requirements: <br />Section 12 Change the provision for submission of capital expenditure <br />estimates to the Town Manager by July 15, to October 1. <br />Change date for submission of Town Manager's capital expenditure recom- <br />mendations from on or before September 15th, to on or before December 1 and <br />to provide for 'a copy to be sent to Appropriation Committee. <br />Change date for transmission of the Selectmen's Capital Budget and recom -- <br />menations from on or before October 15th, to on or before January 1. <br />Section 13 Change Warrant closing from last Friday in December to last <br />Friday in January. now <br />Change date of submission Town Manager of an annual budget on or <br />before December 1 to on or before February 1. <br />Change date of transmission of Selectmen's budget from on or before <br />December 2 to on or bef ore March 1. <br />Change date for printing of the Warrant for Town Election from the first <br />week in February to printing of the election Warrant only during the second <br />week in February and mailing of the election warrant in the third week in <br />February. <br />Art . III , Section 2 no change in the date of Town Election <br />Art . xIII, Section 5 Change "annual town meeting for the transaction of <br />business" to "meeting of the town for consideration of articles requiring <br />appropriation of funds". <br />Art.XIV, Section 2 Change "annual town meeting for the transaction of <br />business" to "meeting �of the town for consideration of articles requiring <br />appropriation of funds". <br />It was proposed that the printing of the Warrant for the Town Meeting <br />take place during the first/ second week in March that it be mailed during <br />the second/third week. in March. The TMMA Warrant Information Meetings would <br />then be held during the last week in March/first week in April. <br />At the Town Meeting on the first Monday in April, Articles which do not <br />require appropriation of funds would be considered. <br />Finance Committee reports would go, to the printer during the second/ <br />third week in April for d during the third/fourth week in April . <br />
