§ 29-30 Officers, rules and regulations <br /> A. The Energy Committee shall, as soon as possible after the annual appointment of new <br /> members to the Committee has been made, meet for the purpose of organization. They shall <br /> elect from their membership a Chairman and a Secretary, who shall hold office until their <br /> successors are elected. <br /> B The Committee may from time to time make such rules and regulations with reference to <br /> their meetings and the conduct of their work as they may deem best for the interests of the <br /> Town, and they may also hold public meetings and invite any town officer, employee, citizen <br /> or person to attend. This Committee shall be specially charged with the duty of making <br /> recommendations for the prudent management of the affairs of the town as they relate to <br /> energy and in discharge of this duty shall have access to any record of the Town relating <br /> thereto and the right to interview any officer or employee of the Town in connection <br /> therewith. <br /> § 29-31 Distribution of warrant. <br /> The Chairman of the Board of Selectmen shall, as soon as possible after a warrant has been <br /> drawn for a town meeting, send a copy thereof to each member of the Committee <br /> § 29-32 Budget Review <br /> A. The Committee shall prior to each town meeting report to each town meeting member the <br /> energy implications of the budget adopted by the Board of Selectmen to be considered at the <br /> Annual Town Meeting. This review will include the Committee's advice and <br /> recommendations on all matters coming before the town meeting with reference to the <br /> Town's use of energy <br /> B The Committee shall at each town meeting, advise and recommend concerning the prudent <br /> use of energy resources in town and school buildings <br /> (Inserted by Ephraim Weiss and nine or more registered voters) <br /> DESCRIPTION The article proposes that the Town establish a standing Energy <br /> Committee of five registered voters of sound technical experience and good judgment, <br /> appointed by the moderator, to serve for terms of three years Patterned after the <br /> Appropriation Committee, the Energy Committee would provide advice and make <br /> recommendations to the Town Meeting for the prudent management of Town affairs as they <br /> relate to energy <br /> The Energy Committee would explore and develop options for the Town to save money <br /> through better control of resources It would augment and provide technical support to the <br /> Appropriation and Capital Expenditures Committees <br /> 13 <br />
