ARTICLE 14 AMEND GENERAL BY-LAWS—UNAUTHORIZED VEHICLES <br /> To see if the Town will vote to amend the General By-Laws of the Town of Lexington to <br /> prohibit leaving unauthorized vehicles parked within the limits of private ways furnishing means <br /> of access for fire apparatus to any building and within handicapped parking spaces, designated as <br /> reserved for vehicles owned and operated by disabled veterans or handicapped persons, or in <br /> such a manner as to obstruct a curb ramp designed for use by a handicapped person as a means <br /> of egress to a street or public way, to authorize a penalty for each violation and to authorize <br /> Town police officers to enforce such prohibitions and such penalties by the method provided in <br /> Section 21D of Chapter 40 of the General Laws, and to provide therefor by amending §1-6 of the <br /> Massachusetts General By-Laws (Non-Criminal Disposition), or act in any other manner in <br /> relation thereto <br /> (Inserted by the Board of Selectmen) <br /> DESCRIPTION This article would adopt a by-law consistent with existing Town traffic <br /> rules and regulations regarding unauthorized parking in fire lanes on private property and in <br /> spaces reserved for vehicles with handicapped stickers and provide for its enforcement <br /> through the General By-laws §1-6 (Non Criminal Disposition) <br /> ARTICLE 15 AMEND GENERAL BY-LAWS TO CREATE ENERGY COMMITTEE <br /> (Citizens' Petition) <br /> To see if the Town will vote to amend the Code of Lexington by adding Part I, Chapter 29, a <br /> new Article VII—Energy Committee, to read substantially as follows, or act in any other manner <br /> in relation thereto <br /> Chapter VIII—Energy Committee <br /> § 29-28 Establishment <br /> The Town shall have a committee called the Energy Committee, which shall consider the energy <br /> implications of all municipal and school budget proposals for the purpose of making reports or <br /> recommendations to the Town. Such Committee shall consist of five voters of sound technical <br /> experience and good judgment. No member of the Committee shall be an elected town official <br /> or a town employee, unless appointed by the Moderator to serve as an ex-officio member of the <br /> Committee but without a vote Town meeting members may serve as voting Committee <br /> members <br /> § 29-29 Term of office, vacancies <br /> Each member of the Committee shall be appointed by the Moderator to serve for a term of three <br /> years and the terms of no more than two shall expire in any one year <br /> The Moderator shall promptly appoint a successor for any member of the Committee whose term <br /> expires and shall, promptly after any vacancy occurs in the Committee, appoint a successor to <br /> fill that vacancy for the unexpired term of his or her predecessor <br /> 12 <br />
