4. Law Enforcement <br />a. .Assist Civil Defense in protective actions involving <br />evacuation and/or shelter. <br />b. Perimeter and access control. <br />c. Traffic control. <br />d. Ensure that all police personnel have received training <br />in hazardous materials, the Incident Command System and <br />the use of the DOT guidebook. <br />e. Provide training in procedures and SOPS when first on <br />scene, actions to be taken, and notifications to be made. <br />f. Activate and assign staff to the Emergency Operations <br />Center (EOC). <br />g. Assign a senior superior officer to assist the Fire <br />Department Incident Commander. <br />5. LEPC Coordinator <br />a. Functions as representative of the LEPC at the scene of <br />the incident, acts as special staff to the Incident <br />Commander. <br />b. Prepares recommendations to the LEPC for changes to <br />this plan, as appropriate based upon observations and <br />after action reports from all participants. <br />c. Schedules and notifies all parties of the after action <br />meeting; determines location, time, and agenda. <br />d. Maintains a current copy of the LEPC's Annex N, and <br />such other portions of the CEM plan as may be required <br />at the Command Post. <br />V. DIRECTION AND CONTROL <br />A. Generally during a hazardous materials incident, an escalation <br />of activity will take place over a period of hours. Initially <br />there may be no more than the cruiser or fire engine which has <br />responded to a call. In the town the following system will be <br />used, once a HAZMAT incident is identified. <br />1. Establish a minimum 150 foot safety perimeter. Attempt to <br />identify the product involved. The first responder agency <br />shall notify all other town departments. A Command Post <br />shall be established by the Incident Commander to which all <br />incoming apparatus will report. As the scene gets more <br />active the decision will be made to implement the Incident <br />Command System which is more fully described in the speci- <br />fic Implementing Procedures developed as support documen- <br />tation to this plan. <br />2. Once the Incident Command System is established all <br />incoming assistance will report to the Command Post where <br />they will be directed to the appropriate area and assigned <br />N-6 <br />
