IV. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILTIIES <br />A. Task Assignments <br />1. LEPC Chairman <br />a. Develop and maintain the Emergency Plan's Hazardous <br />Materials Annex with the coordination of the local <br />Emergency Planning Committee and local Civil <br />Defense Director. <br />b, Conduct an annual review of the plan prior to the <br />annual exercise of the plan. Notify the SERC of the <br />plans review and acceptance. Submit the proposed <br />date(s) of the exercise to the SERC ATTN: Mass Civil <br />Defense not later than four weeks prior to the sche- <br />duled date of the exercise. <br />2. Civil Defense Director <br />a. Develop and maintain the community Comprehensive <br />Emergency Management Plan <br />b. Act as the controller for the annual exercise of the <br />HAZMAT Plan. <br />e. Coordinate with the Police Department and Red Cross on <br />any evacuations required. Establish shelters where <br />needed. <br />d. Order activation of the Emergency Operations Center <br />(EOC). <br />3. Fire Service <br />a. Establish the Command Post and implement the Incident <br />Command System. Recommend the secure area to the <br />- police, and provide instructions. <br />b. Evaluate the situation and determine the materials <br />involved. Use department's Chemical Advisory Team <br />(CAT) for technical advice. <br />c. Take appropriate safety measures for people in <br />the affected areas. <br />d. Recommend protective actions to the E.O.C. <br />e. When properly trained and equipped, take actions to <br />contain, or neutralize the hazardous materials, uti- <br />lizing the advice of technical experts from DEQE, EPA, <br />Public Health or others. <br />f. Ensure that all fire service personnel have received <br />the mandatory training in hazardous materials, the use <br />of the Incident Command System, and specialized <br />training in the use of HAZMAT equipment and vehicles. <br />g. Maintain records of hazardous materials in the com- <br />munity when required by federal, state, or local statu- <br />tes or regulations. <br />~v_~ <br />
