f. Establish a temporary Command Post (CP), advise fire dispatch of the <br />location, or use some form of easily recognizable signal on the <br />vehicle antenna. The CP will be commanded by the senior fire <br />officer on scene, entitled The Incident Commander. At a location <br />closer to the scene, another command post may be established for <br />the senior fire officer to effectively oversee the fire or other <br />emergency operations. This location is off limits to personnel <br />exe~pt those trained and qualified to be in a potential hazard area. <br />g. The Incident Commander will designate someone to take charge of <br />Safety, Staging, Communications, Media, Resources (less fire <br />apparatus), Area commander (fire apparatus), Triage and Medical <br />Services. <br />h. When it is determined that an evacuation is necessary, the police <br />and civil defense will coordinate opening shelters, moving citizens, <br />establishing traffic control, and requesting assistance. The eva- <br />cuation will follow the general rules indicated in Annex M, but <br />under the specifics indicated in the appropriate Tab in this Annex. <br />i. Establish as soon as possible a security area around the scene and <br />ensure entry is prohibited to all persons not expressly cleared by <br />the Incident Commander. <br />j. Designate a Media Assembly Area (the location dedicated for media <br />assembly). This location may also be used to conduct media <br />briefings. <br />k. Designate Staging Area(s) (the location where personnel and equip- <br />ment have been directed to respond). It is from this point the per- <br />sonnel and equipment will be given assignments. <br />1. If required, designate a Triage Area (the location to which the vic- <br />tims are evacuated for medical survey and emergency treatment prior <br />to transport). <br />m. Initiate other measures which may be required for the specific <br />situation at hand. <br />4. Recovery <br />a. MonitoringJsurveying supervised by DEQE/EPA or DPH to <br />determine that the area is safe <br />b. Reporting requirements <br />(1) Photographs <br />(2} Witness statements <br />c. Legal Counsel (Local or DEQE) <br />(1) Determination of liability <br />(2) Damage Recovery <br />(3) Resolving disputes <br />(4) Reimbursement procedures <br />d. Glean-up <br />N-4 <br />
