(Adjour Session of the 1982 Annual Town Me ctin g Ap 12, 1982.) <br /> Article 18. Presented by Alfred S. Buss. PUBLIC WORKS EQUIPMENT <br /> MOTION: That the sum of $150,000 be appropriated for the purchase by <br /> or with the approval of the Selectmen of equipment for the Department <br /> of Public Works, and that such amount be raised in the tax levy. <br /> 9:03 P.M. <br /> Mr. Busa listed the pieces of equipment to be replaced. 9:06 P.M. <br /> Nyles Nathan Barnert, Chairman of the Capital Expenditures Committee <br /> spoke against the motion and presented the following amendment: <br /> Moved that the figure $150,000 be reduced to $132,000. 9:11 P.M. <br /> William J. Dailey, Jr., Chairman of the Appropriation Committe, <br /> stated that his committee supported Mr. Barnert's amendment and <br /> Mr. Busa stated that the Board of Selectmen opposed the amendment. <br /> 9:15 P.M. <br /> Mr. Barnert's motion to amend declared adopted by voice vote. <br /> 9:15 P.M. <br /> Main motion as amended now reads: <br /> (As MOTION: That the sum of $132,000 be appropriated for the purchase <br /> adopted) by or with the approval of the Selectmen of equipment for the <br /> Department of Public Works, and that such amount be raised in the <br /> tax levy. <br /> Main motion as amended declared adopted unanimously. 9:15 P.M. <br /> Article 19. Presented by Margery M. Battin. PARKING IMPROVEMENTS <br /> (See Pg. MOTION: That the sum of $15,000 be appropriated for parking im- <br /> 97 for provements in the Town, and to raise such amount $15,000 be transferred <br /> motion from the Parking Permit Fund. <br /> as adopted) 9:15 P.M. <br /> Mrs. Battin explained that there would be no tax monies involved. <br /> This money would be from the Parking Permit Fund which, according <br /> to .law, may only be used for parking purposes. She added that <br /> there is a need for substantial increases in all day parking. <br /> Slides were shown of the parking lot in question - the lot adjacent <br /> to the School Administration Building at the corner of Massachusetts <br /> and Fletcher Avenues. 9:25 P.M. <br /> Guy W. Doran moved to amend Mrs. Bat:tin's motion to add at the end <br /> the words, "provided that none of the funds appropriated hereunder <br /> shall be expended to expand the school administration parking lot." <br /> 9:25 P.M. <br /> Edgar R. Stuhr filed the following petition with 195 signatures there- <br /> on: <br /> The undersigned residents urge the rejection of that part of <br /> Article 19 of the Warrant before the 1982 Town Meeting of Lexing- <br /> ton which would, if passed, cause further paving of the Green <br /> next to the School Administration Building (bordered by Massa- <br /> chusetts Avenue, Woburn Street, and Fletcher Avenue), for auto- <br /> mobile parking. <br /> We feel that this action would deprive the neighborhood of an <br /> attractive and well-used open space. This Green is also visually <br /> significant to residents as well as visitors entering the Town <br /> Center from the South on Massachusetts Avenue. <br /> We would propose: 1. To save the School Administration <br /> Building Green for use as an unstructured playfield; and <br /> 2. To maintain the visual integrity of our <br /> Town Center for those who enter from the South along Massachu- <br /> setts Avenue. 9:28 P.M. <br /> Martha Ullberg and John Ullberg of 10 Cottage Street spoke from <br /> the balcony in opposition to the use of the School Administration <br /> Lot for parking. 9:35 P.M. <br />
