i l9 <br /> ADJOURNED SESSION - ANNUAL TOWN MEETING <br /> APRIL 15, 1987 <br /> The meeting was called to order by Moderator Margery M. Battin at <br /> 8:02 p.m. in Cary Memorial Hall. <br /> There were 169 Town Meeting Members present. <br /> The invocation was offered by Rev. Peter Hunt Meek of Hancock <br /> Uuited Church of Christ. 8:04 p.m. <br /> ARTICLE 2. REPORTS <br /> John Eddison, Chairman, Board of Selectmen, made a report in two <br /> parts. <br /> The first part was a review of the budget undertaken by the Board <br /> of Selectmen. Town Meeting has so far added to the proposed budget <br /> bringing it $388,000 over the levy limit, with votes on Articles 31 and <br /> 34, and the prior shortfall. Recommendations being made by the Select- <br /> men were for $100,000 out of the stabilization fund, $150,000 out of <br /> water main rehabilitation and the balance out of free cash, leaving the <br /> $28,000 original shortfall to he accommodated in local receipts. The <br /> Board of Selectmen were not unanimous on the recommendations. One <br /> worried about intrast ructure. <br /> Mr. Eddison also spoke on the tax rate projection by the Town <br /> Manager. Each of the next two years the Town will be over the tax levy <br /> worse than the previous year. <br /> The other part was suggestions on the remaining town meeting <br /> schedule. Tonight Articles 35 and 36 to be Indefinitely Postponed and <br /> Tabled, followed by Articles 37, 38 and 39. The balance oftonight to <br /> be devoted to Article 43 information. And if there is time Article 40. <br /> Monday, April 27 to begin with Article 8, then reconsideration of <br /> Articles 13 and 17, to rebalance the overall budget. It was asked that <br /> other reconsideration budget articles be brought up then also. Then <br /> Article 41. <br /> Wednesday, April 29 to do Articles 42, 43, etc. <br /> May 4 and 6 should wind up the general town meeting. <br /> The Board of Selectmen voted tonight to call a Special Town <br /> Meeting for Monday, May 11, in response to a valid citizens petition. <br /> 8:18 p.m. <br /> James Shaw, Pr. 1, announced that a Special Town Meeting will be <br /> held to address the establishment of a condominium conversion by-law, <br /> composed of three parts. Mr. Shaw gave general information. 8:20 p.m. <br /> Robert Domnitz, Pr. 6, asked if standing votes on every spending <br /> article to establish a list of town meeting priorities would be useful. <br /> 8:22 p.m. <br /> John Eddison, Chairman, Board of Selectmen, defended the present <br /> system as the best and most orderly way. 8:23 p.m. <br /> ARTICLE 35. CONSERVATION PURCHASE - GREAT MEADOWS ADDITION <br /> MOTION: That this article be indefinitely postponed. <br /> Presented by John S. Willson, Conservation Commission. 8:23 p.m. <br /> Mr. Willson explained negotiations for the land have been discon- <br /> tinued. Ways continue to be explored to acquire the land. 8:24 p.m. <br /> The Moderator declared the postponement to be unanimous. <br /> 8:24 p.m. <br /> ARTICLE 36. CONSERVATION PURCHASE - UPPER VINE BROOK <br /> Francis Smith, Conservation Commission, moved that this Article be <br /> placed on the Table. 8:24 p.m. <br /> The Moderator declared a unanimous vote to Table. 8:25 p.m. <br />
