Responses of the Applicant: <br /> The applicant will work with their engineer, the town engineer, and Ms. Mullins to obtain a clean <br /> bill of health. <br /> On a motion by Ms. Ladd and seconded by Mr. Langseth, the Commission voted 6-0 to continue <br /> the hearing until December 2, 2019 at the applicant's request. <br /> 8:06pm <br /> DEP 201-1164 BL 1119 <br /> NOI, 5 Howard Munroe Place <br /> Applicant: Stanley Deutsch <br /> Project: Ecological restoration project <br /> Documentation Submitted: <br /> - MassDEP Notice of Intent Application with attachments <br /> - "Notice of Intent(NOI) Application"prepared by DeRosa Environmental Consulting, <br /> Inc., dated October 29, 2019 <br /> - Plan entitled "Back Yard Planting" dated October 10, 2019 <br /> Mr. Michael DeRosa of DeRosa Environmental and homeowner, Mr. Stanley Deutsch, presented <br /> before the Commission. Mr. DeRosa is proposing invasive species management. They will be <br /> removing the phragmites by cutting the standing material, burning it on site, then cutting it as <br /> new shoots come up. All other invasive species will be removed using the "whole plant removal" <br /> method. The site will be stabilized for the winter. In the spring they propose to conduct the <br /> plantings. The lawn which is located within the 50 foot buffer zone will be deemed a"low mow" <br /> area. The 25 foot buffer zone is proposed to be planted with shrubs, canopy and perennials.
