CAPITAL EXPENDITURES COMMITTEE REPORT TO 2018 ATM(incorporating Updates&Errata) <br /> Recreation <br /> Recreation Department programs are funded from three sources: <br /> • General-Fund (e.g., used for neighborhood playgrounds, athletic fields, and basketball court <br /> improvements if not recommended by the Community Preservation Committee for CPA funding); <br /> • Recreation & Community Programs Enterprise Fund (e.g., used for fee-based activities such as <br /> Pine Meadows Golf Course, Community Center, Irving H. Mabee Pool, Old Reservoir, and tennis <br /> courts). Fee collections for Enterprise Fund-based activities are weather dependent and can vary from <br /> year to year. The Recreation Enterprise Fund previously made annual debt-service payment of <br /> $100,000 per year for Lincoln Fields, but this obligation ended this February. It also makes an annual <br /> indirect payment to the Town that in FY2018 will be $254,826. For the FY2019 funding request from <br /> this Enterprise Fund, see Articles 15 &20(f). <br /> • CPA funds (available for creation and preservation of recreation facilities, including those for <br /> fee-based activities). CPA monies have enabled some large projects which otherwise might not have <br /> been financially viable. For example, CPA monies have funded the multi-year renovation of the Town <br /> pool complex,which should be completed by this summer. Design and engineering appropriations were <br /> made at the 2016 Annual Town Meeting and construction funds were allocated at 2017 Annual Town <br /> Meeting. See Articles 10(g&h) for two major projects proposed for FY2019 funding. <br /> The Recreation Department has recently finished a study on the accessibility of its facilities using funding <br /> allocated in FY2016. The results from that investigation have changed the department's priorities and <br /> may result in higher recreation facilities investment in the near term.
