<br />Second. That a sum not to exceed said amount
<br />be, and the same is hereby appropriated for the fore-
<br />going object, the same to be borrowed at an average
<br />rate of interest not exceeding four per cent per annum
<br />on the note or notes of the town,which shall mature
<br />within a period of ten years.
<br />Third. That the present committee on the pro-
<br />posed new schoolhouse, consisting of Webster Smith,
<br />F. 0. Vaille, F. E. Ballard, E. I. Garfield, and
<br />Edward T. Harrington, be, and they are hereby
<br />authorized in behalf of the town to make all neces-
<br />sary arrangements, and take all action required, in
<br />order to carry out effectually the foregoing vote, and
<br />for that purpose they are hereby constituted a Build-
<br />ing Committee, and vested with full power and
<br />authority to make contracts in behalf of the town.
<br />Fourth.. That the Town Treasurer be, and he is
<br />hereby authorized and directed, in conjunction with
<br />said committee, to negotiate and receive in behalf of
<br />the town a loan as soon as needed, in conformity
<br />with the foregoing provisions, to give the note or
<br />notes of the town for the money, and to pay the same
<br />over to the order of said Building Committee on bills
<br />approved by them.
<br />Mr. Clapp moved the adoption of the foregoing
<br />motion, which was opposed by Mr. Scott, and con-
<br />siderable discussion was had by several gentlemen,
<br />and on putting the motion to vote it was declared
<br />not carried; and after some discussion it was
<br />Voted, That the report be recommitted to the
<br />committee for more particular investigation as to
<br />site, style of building, cost, reasons for building a

<br />new house, method of raising funds, etc., and to re-
<br />port in print.
<br />-Voted. That an architect be employed by the
<br />committee, at a cost not to exceed one hundred and
<br />fifty dollars, and that his report be printed with the
<br />report of the committee. Messrs. Webster Smith,
<br />E. I. Garfield, F. E. Ballard, and Edward T.
<br />Harrington declined to serve longer on the com-
<br />mittee, and their places were filled by the choice of
<br />A. E. Scott, J. 0. Tilton, A. M. Tucker, and Charles
<br />A. Wellington.
<br />Voted, To add two additional members to the
<br />committee.
<br />Voted, That a committee of three be appointed
<br />by the Chair to retire, and present the names of two
<br />additional members, and the Chair appointed A. E.
<br />Scott, J. F. Hutchinson, and Geu. E: Muzzey, who
<br />reported the names of Rev. C. A. Staples and Rev.
<br />E. G. Porter, who were chosen by the town, and
<br />the committee now comprises the following named
<br />gentlemen : F. 0. Vail le, E. G. Porter, C. A. Staples,
<br />A. E. Scott, J. 0. 'Tilton, A. M. Tucker, and Charles
<br />A. Wellington.
<br />ART. 3. The Selectmen submitted a report (see
<br />Reports of Committees, page 285), and it was
<br />Voted, That the report be accepted and its recoxn-
<br />mendations be adopted, and that the sum of one
<br />hundred and fifty dollars be taken from any unap-
<br />propriated money in the treasury to carry out the
<br />recommendations of the Selectmen.
<br />ART. 4. The Committee, appointed March 4, on
<br />widening Mount Vernon Street made a report (see
<br />Reports of Committees, page 280), and the town
