ARTICLE 22 BY-LAW AMENDMENT -APPROPRIATION COMMITTEE <br /> To see if the Town will vote to amend paragraph one of Section 5 of Article XIII of the General <br /> By-Laws to read as follows: <br /> "The Committee shall prior to each annual town meeting for the transaction of business prepare, <br /> publish and distribute by making copies available at the Office of the Town Clerk and at Cary <br /> Memorial Library, and by mailing or otherwise distributing to each town meeting member a <br /> review of the budget adopted by the Board of Selectmen to be considered at the Annual Town <br /> Meeting. This review will include the Committee's advice and recommendations with reference <br /> to the various appropriations of town funds, and other municipal matters coming before such <br /> town meeting. The Appropriation Committee shall include in its report an assessment of the <br /> budget plan based on all the data available to it concerning the next year's revenues and expenses <br /> as well as a projection for future years' revenues and expenses." <br /> or act in any other manner in relation thereto. <br /> (Inserted at the request of the Appropriation Committee) <br /> DESCRIPTION: The purpose of this article is to bring the By-Laws into compliance with <br /> current and desired practice. The existing By-Law requires the Appropriation Committee <br /> to submit a budget. In fact, this is done by the Town Manager and the Board of Selectmen <br /> as mandated by the Selectmen/Town Manager Act. The Appropriation Committee's <br /> mandate is to review the budget and to make recommendations to Town Meeting. <br /> ARTICLE 23 BY-LAW AMENDMENT - SELECTMEN BUDGET SUBMITTAL <br /> To see if the Town will vote to amend Section 13 of Article VI of the General By-Laws to read <br /> as follows: <br /> "Section 13. The Selectmen shall submit a budget at the Annual Town Meeting. The Selectmen's <br /> proposed budget shall be distributed to the Appropriation Committee, Capital Expenditures <br /> Committee and to each Town Meeting Member at least four weeks prior to the date when <br /> the Annual Town Meeting is scheduled to consider it." <br /> or act in any other manner in relation thereto. <br /> (Inserted at the request of the Appropriation Committee) <br /> DESCRIPTION: The purpose of this article is to strengthen the resolution made at the 1999 Town <br /> Meeting which requires a budget submittal four weeks prior to the start of Town Meeting <br /> deliberations on the financial articles by putting that requirement into the By-Laws. <br /> 20 <br />
