ARTICLE 24 HOME RULE PETITION- GRANTS OF LOCATION <br /> To see if the Town will vote to authorize the Board of Selectmen to petition the General Court <br /> for an Act to allow the Board of Selectmen to delegate to the Director of Public Works the <br /> authority to grant orders for the installation of underground utility lateral services <br /> notwithstanding Section 22 of Chapter 166 of the General Laws; or act in any other manner in <br /> relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> DESCRIPTION: This petition would simplify the permitting process for underground <br /> connections to electrical and telecommunication utilities by relaxing the requirement for a <br /> public hearing and Grant of Location from the Board of Selectmen. These activities would <br /> continue to be regulated under the Department of Public Works' Street Occupancy/Opening <br /> Permit. Grants of Location and public hearings would still be required for utility poles and <br /> underground transmission lines. <br /> ARTICLE 25 USE OF FUNDS TO REDUCE THE TAX RATE <br /> To see if the Town will appropriate a sum of money from available funds toward the reduction of <br /> the tax rate for the fiscal year; or act in any other manner in relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> FUNDS REQUESTED: Undetermined at press time <br /> DESCRIPTION: This article requests the use of available funds--"free cash"--to reduce the <br /> tax rate. Subject to certain adjustments, "free cash" is surplus revenue less uncollected <br /> overdue real estate and personal property taxes from prior years. <br /> And you are directed to serve this warrant seven days at least before the time of said meeting as <br /> provided in the By-Laws of the Town. <br /> Hereof fail not, and make due return on this warrant,with your doings thereon, to the Town <br /> Clerk, on or before the time of said meeting. <br /> Given under our hands at Lexington this seventh day of February, A.D., 2000. <br /> Jeanne K.
