" CC <br /> since the Insurance Exchange made its inspection the Town has <br /> voted to collect garbage . <br /> FIRE HOSE <br /> In this matter the Insurance Exchange says : - <br /> HOSE - - Hose is all of the 2i inch size , double- jacket <br /> cotton rubber lined , purchased under usual manufacturer ' s <br /> guarantee much of which was purchased within the past five <br /> years . The totcl amount in service is 6900 feet . Each hose <br /> carrier has 1000 feet on the apparatus and is provided with a <br /> complete spare shift in quarters , usually rolled and stacked on <br /> floor . No record of the actual service of hose is kept . 1111 <br /> hose is said to be tested annually but the method followed is <br /> unsatisfactory . Tests conducted under the supervision of the <br /> Exchange showed that practically all hose is capable of with - <br /> standing a pressure of 200 pounds . Hose on apparatus is not <br /> regularly shifted if not used at fires . Couplings of this and <br /> neighboring municipalities are of the usual screw type and <br /> conform to 1Jationa.l Standard dimensions . <br /> A special test of the fire hose was made and of this test <br /> the Exchange says : - - " Of the total of 7000 feet of hose in <br /> active service , all but two lengths were subjected to a <br /> pressure of P00 pounds per square inch . Of the two lengths , <br /> one was not tested due to its obvious poor condition . The <br /> other was found under hydrant pressure to be porous and was <br /> not further tested , " - yet the strength of a chain is no greater <br /> than its weakest link . <br /> WATER SYSTEM <br /> Of the Water Department , the " ew Gngla.nd Insurance Ex- <br /> change ' s engineer says in part : - <br /> " Organization and personnel well arranged and experienced . <br /> Emergency provisions ample but suitable facilities for receipt <br /> of fire alarms not provided and regular response to fires not <br /> designated . Records mainly good but lack some details and <br /> could readily be made more convenient in form . The source <br /> of supply is reliable and ample but service is limited by the <br /> capacity of a tingle supply line with a normally closed emer- <br /> gency connection of relatively small value . Pumping capacity <br /> is adequate , pumps in good condition and equipment generally <br /> well maintained ; continuous service provided . Elevated <br /> storage small and due to limiting capacity of supply main in <br /> connection with consumption is not maintained at full capacity , <br /> resulting in an appreciable drop in pressure throughout the <br /> town . The limitation in carrying capacity of the supply line <br /> may be accounted for somewhat by the interior condition of <br /> this pipe and possibly to a partly closed valve . Pressures <br /> while satisfactory for domestic service are not well maintained <br /> under fire flows and tests indicate that the total available <br /> fire flow to the principal mercantile district is too small to <br /> provide the protection desirable ; in the remainder of the town <br /> the distribution system cannot , in general , deliver required <br /> quantities for fire protection even at pressures suitable for <br /> engine supply and is very inadequate in quantities available <br /> for use of direct hydrant streams . Mains are cast iron of <br /> satisfactory quality , but secondary feeders are deficient and <br /> minor distributors small ; 79% of all pipe being 4 and 6 inch . * <br /> Lead ends are numerous and gridiron is wide . The system is <br /> fairly well equipped with gate valves although spacing is wide <br /> in some instances and some gates open opposite to the majority ; <br /> inspections are made at regular intervals and while condition <br /> appears satisfactory no records of such inspections are made . <br /> Hydrant distribution in the principal mercantile district is <br /> fair ana hydrants of mainly satisfactory size ; elsewhere dis - <br /> tribution is wide in many sections and includes a considerable <br /> number with too small barrel or branch or without necessary <br /> engine connections ; branch gates are provided in all cases . <br /> * The percentage of 4 " pipe is but 11% . <br />
