PBC Meeting Minutes <br />08 December 2009 Meeting <br />4.0StoneBuilding <br />4.1Continueddevelopment/nextstepsforStoneBuildingProject <br />12009 <br />ThePurposeofthemeetingwastoprovideanopportunityforinterestedpartiestodiscusswiththePBCtheconcerntheymayhave <br />withregardtothecontinuedorfurtherdevelopmentoftheStoneBuildingProject.Representativeswerein <br />attendancefromtheHistoricalSociety,HistoricCommission,CPC,andCECininformalorunofficialcapacitiestoengageina <br />dialogueonthebestcourseofactionforthisproject. <br />Discussionpointsincluded: <br />1.HistoricRestorationvs.Preservation <br />2.TheintendeduseofthebuildingΑnotasadedicatedlibrarybutasaHeritageCenter <br />3.Scopeofthepriorstudyandsatisfactorycompletionofthework <br />4.Renovationofthebuildingwithoutmoredetailedknowledgeoftheintendeduse <br />5.Costsproposedforcontinuedworkversusthoseofotherprojectsofhistoriccharacter <br />a.ThebudgetsproposedtoCPCwereclarifiedasbudgetfiguresonlyanddidnotindicateplanstocontractexactly <br />atthosedollars. <br />b.CompletionofaHistoricStructuresreportfortheStoneBuilding,costswerediscussedbetween$25,000and <br />50,0000. <br />6.Theengagementofaqualifiedhistoricspecialistforfutureworkrelativetothehistoricdetails <br />7.Areducedbudget($180,000)wasoutlinedforreissuancetoCPCforamodifiedscopeformovingforward,toincludea <br />HistoricStructuresreportanddesignsuchthata2010requestcouldbemadeformoniesforconstructiondocuments. <br />21009 <br />GeneralDiscussionontheStoneBuildingprojectcontinuedandissummarizedbelow: <br />ThisProjectisrequesting$180,000inCommunityPreservationActfundstopreservethehistoricStoneBuildingbystabilizingthe <br />structure.ThefirststepofthestabilizationprocesswillentailaHistoricStructuresReport(HSR)augmentedbyfurtherexisting <br />conditionsassessment;allofthiswillbethebasisoftheStabilizationbiddocuments.Strategicbuildingstabilizationrepairswillbe <br />bidandcompletedwithinthesefunds. <br />ConcurrentwiththisStabilizationprocess,theTownneedstoidentifytheusersandthenfullydescribethebuildingprogram.Should <br />therebeanyresidualmoneyleftfromthestabilizationeffort,thatmoneywillbeputtowardspreliminaryprogrammingofthespace <br />foranidentifieduser. <br />Ayearormoreout,withthebuildingstabilizedandthebuildingprogramfullydescribedandvetted,theStoneBuildingwillagainbe <br />beforeTownMeetingforfundstohireanArchitect/Engineerteamtocompletedesignandbiddocumentationforthefullrenovation <br />ofthebuilding.ThatArchitect/Engineerteamwillutilize <br />theHistoricStructureReport(HSR)andthecompletedcodeanalysis,structural,mechanical,electrical,andplumbingsystems <br />preliminaryanalysisthatareapartoftherecentlycompletedFeasibilityStudy.Thereafter,oncethebiddocumentsarecomplete, <br />theProjectwillagainbebeforeTownMeetingforavoteonappropriatingConstructiondollars. <br />31009 <br />Nofurtherdevelopment.JonHimmelreportsthatameetingispendingfordiscussiononthetimelinesfortheprojectandnext <br />steps. <br />4.2StoneBuildingDesignerSelection <br />5/19/09 <br />ArchitectsaresubmittingproposalfortheStoneBuildingHSRphase. <br />AcommitteeisbeingformedfortheDesignerselectionCommitteeofwhichtwomembersofthePBCarebeingrequested. <br />DickPerryandCarlOldenburgvolunteeredtorepresentthePBConthiscommittee <br />Page 8 of 9 <br /> <br />
