1 <br />1 <br />February 16, 1970 <br />-2 <br />The method of handling the public hearings on Articles 87 and 88 (RH <br />Housing) was discussed briefly. <br />The draft of the Planning Board report on Art. 77-81 and 93-97, <br />both inclusive, prepared by Mr. Clarke, was discussed. It was <br />decided to add the following and send a copy of the report to the <br />Conservation Commission: <br />1. Definition of conservation restriction <br />2. Legality and eligibility for reimbursement <br />3. Recommendations of the Planning Board <br />The rezoning of the Hobbs Brook area to CR was considered next. It <br />was decided to await additional information from the MAPC before <br />deciding on the Board's position. <br />ARTS. 87-88 <br />PUBLIC HEARINGS <br />ARTS. 77-81 d <br />93-97 DRAFT <br />REPORTS <br />HOBBS BROOK <br />AREA TO CR <br />Next discussed was the Haroian rezoning proposal to RM at Concord HAROIAN REZONING <br />Ave. It was the feeling of the Board that priority should be given to TO RM <br />multi -family dwellings involving subsidized housing. The absence CONCORD AVE. <br />of sanitary sewer was also noted as a deterrent to the rezoning. <br />Other aspects of subsidized housing and apartment zoning were <br />discussed. <br />At 10:30 p.m. the Appropriations Committee, including Messrs. Gary, <br />Blaisdell, Boughton of Capital Expenditures Committee, Flynn, <br />Mitchell, Furash, White and Comptroller Perry met with the Board. <br />It was noted that land acquisition articles in 1970 include: <br />Woburn St. school site $120,000 <br />Conservation Commission 857000 <br />P1.Bd. Conservation Articles 167,000 <br />Meagherville study 109000 <br />For a Total of $382,000 <br />The Appropriations Committee asked the Planning Board for suggestions <br />of ways to reduce this total. Mr. Lund responded that the total of <br />$258,000 for conservation acquisitions was consistent with the $200,000 <br />annual expenditure for conservation, considering the underspending in <br />the past years. The Board suggested that Art. 77, 80 and 97 may be <br />of lower priority than the rest. Next, a question was raised regarding <br />the need for $4,000 for professional services in the Planning Board's <br />budget. Mr. Lund explained the need for special engineering, soils <br />and drainage studies for problem areas. <br />The meeting adjourned at 11:05 p.m. <br />Francis T.
