General discussion regarding rules for the NCD <br />4) <br />a.Neighborhood compatibility with respect to new construction – cannot <br />modify town zoning rules. For example <br />i.The town’s zoning permits a house with 30 feet frontage, i.e., 30 <br />feet from the street. The NCD Commission may or may not <br />approve a similar proposal when placed amongst a row of houses <br />that are, for example, 60 feet from the street, depending on NCD <br />regs. <br />b.The same compatibility principal would apply to a new structure with <br />respect to the height of the structure. <br />c.Public view exemptions <br />i. <br />It was noted that for other NCDs the public visibility requirements <br />are generally focused on public views which ordinarily include <br />only the street view but we need to consider and decide upon <br />visibility from, either public views or street views or both, say, the <br />power lines, Paint Mine Trail, or Hennessey Field. <br />ii.We can be specific about what public land views are exempt but <br />there has to be consistency in what we propose <br />Sally Zimmerman will provide information about the original property <br />owners. <br />The rules in the SC Report should trace back to our defined neighborhood <br />characteristics. <br />Bob Creech is still trying to track down someone from Peacock Farm who <br />knows about their tree rules. The goal is to make the Trees section <br />advisory. We will want to identify the types of trees that are typical in the <br />neighborhood (white pine, oak, beech, hickory) and include language <br />we’ve gathered from neighbors ‘… enjoy having a buffer between <br />Action Item: <br />neighboring houses, watching wildlife …’ Bob will <br />investigate the Wellesley NCD tree rules. <br />Sally Zimmerman will work on the letter. <br />At the December 13 meeting, the SC reviewed photos of all the properties <br />in the NCD area and categorized them by style. These style assignments <br />were incorporated in the Neighborhood Information Spreadsheet and <br />distributed to the SC members. This is fine for now – the SC will address <br />the few unclear style assignments once the higher priority tasks are <br />complete. <br />Discussed ways to approach height and set back restrictions with the goal <br />of being consistent with the current conditions. <br />Discussed ways to define exemptions.
