349 <br /> November 27, 1961 <br /> The Appropriation Committee met Monday evening, November 2.7, 1961 at <br /> { <br /> $:15 P. M. in the office of the Town Accountant. <br /> Present : J. Harper Blaisdell, Chairman <br /> Raymond L. White, Tem. Sec. Frank E. Douglas <br /> Maurice F. Shaughnessy John R. Bevan <br /> Logan Clarke, Jr. <br /> Alfred Viano telephoned the secretary and said he would not be at the <br /> meeting tonight as he was on his way home, he was sick. <br /> At $:30 P. M. C. Cronin and E. Cass of the Assessors were admitted to <br /> this meeting to go over their budgets. <br /> N: Mr. Cronin spoke on the information kept by Assessors, one file called - <br /> " Property Record Cards - then Personal Assessment Cards - Street File <br /> Cards and last a file prepared by Cole-Layer-Trumble Co. on each owner <br /> of Real Estate. <br /> Mr. Cronin said he would need two new files for addressograph plates. <br /> He also stated that the addressograph plate files, plates, and the <br /> business machines were to come out of the 1961 appropriation of <br /> 320,000.00 for business machines. <br /> Also Mr. Cronin stated that there were 9,200 Real Estate tax bills and <br /> 15,000 Excise tax bills sent out in the year 1961. Also at least 2,000 <br /> Excise tax bills came back to the Assessors for abatements. <br /> The question was asked "what will the valuation be for 1962.7' Mr. Cronin <br /> said 576,000,000.00, also there were 234 new houses last year and only <br /> 175 new houses this year per information from Mr. Irwin. Mr. Cass said <br /> he would estimate and give to Raymond L. White a figure on valuation <br /> to-morrow, November 2$, 1961. <br /> Mr. Blaisdell stated there would have to be an Article for 530,000.00 <br /> for re-valuation of properties to pay $30,000.00 to Cole-Layer Trumble Co. <br /> for their work in the year 1962 per contract agreement. <br /> It was asked by our Committee, the present basis of valuation on Real <br /> Estate and the Assessors stated as follows: New property 5$.6%, medium <br /> property 50%, and old property 45%• <br /> No further questions, the Assessors left this meeting at 9:15 P. M. <br /> Mr. Blaisdell read a letter received from Mr. Donald P. Noyes of the <br /> Capital Expenditures Committee in which they would like to schedule a <br /> meeting with our Committee on December 1$, 1961 to discuss the Capital <br /> requirements of the Town for the five year period 1962-66. <br /> I was instructed to write Mr. Donald P. Noyes that we would be glad to <br /> have his Committee meet with us on Monday evening, December 1$, 1961 at <br /> $:00 P. M. <br /> Letter from Board of Selectmen in which Mr. John J.
