A
quorum of five was present throughout.
Members Present: Cindy Arens, Celis Brisbin, Paul Chernick, Todd Rhodes (vice-chair),
Dan Voss (Chair)
Members Absent: Archana Dayalu, Rick Reibstein, Charlie Wyman
Staff Present: None
Other Attendees: None
The meeting was called to order at 7:13 pm. Todd referenced the opening statement requested by
the Town Clerk, and all members present responded that they could hear.
The focus on the meeting was to prepare for the joint meeting with the Permanent Building
Committee (PBC) on Thursday (2/3).
• Dan Voss provided an update on his discussions with members of the PBC and the
Director of Public Facilities regarding the solar options for the Police Station and other
sustainability elements.
• The options include sufficient solar for the Police Station to be net zero emissions.
• About 650,000 kWh per year would be sufficient for the building needs and potentially
for charging electric vehicles.
• Dan presented CAD models showing versions of the options:
o The canopies in the back would be sufficient to meet net zero.
o The canopy on the side would support vehicle charging
• A key objective would be for the infrastructure (electrical systems, conduit, etc.) in the
building and parking area to be sufficient to support the net zero option—regardless of
the option selected.
o Including infrastructure for energy storage. Need to identify a location for the
storage and central inverter bank.
• The net zero option would add about$16,000 per year over the cost of the system for the
first 20 years and then about$50,000 per year in subsequent years - $750,000 cumulative
positive cash flow.
• The group discussed the role of the Historic District Commission (HDC) in approving the
design and the resilience benefit of on-site solar.
• On Thursday, the objective is to discuss timeline for approval and how to integrate solar
into the design.
• The committee discussed that the goal should be to build the Police Station with solar.
Incorporating solar as part of the initial design is the lowest cost method for integrating
solar.
