23 <br /> APPROPRIATION COMMITTEE <br /> DATE: June 18, 1973 <br /> TIME: 7:30 P.M. <br /> PLACE: Town Office Building <br /> PRESENT: Edward E. Furash, Chairman, Jack L. Mitchell, Vice <br /> Chairman, Elizabeth M. Flynn, Secretary, J. H. Blaisdell, <br /> Howard L. Levingston, H. Bigelow Moore, Richard M. Perry, <br /> Comptroller <br /> I . MEETING WITH SELECTMEN <br /> Areas to be discussed included: <br /> a. Proposed 1974 Budget Calendar <br /> b. Outline of Contents of Personnel Manual <br /> c. Personal Services Budget Calendar <br /> d. Presentation from the Chief of Police <br /> It was stated by Mr. Perry that the following steps be taken <br /> to avoid last minute rush: <br /> a. Appropriation Committee is to be informed early. <br /> b. No material should be held back. <br /> Personnel Board: Mr. Perry was asked by the Chairman to look <br /> into securing a list comparing the various jobs in the Town <br /> and the rate of pay for all. <br /> II . GENERAL DISCUSSION <br /> a. Meeting Room: It was suggested by Committee Member, J. H. <br /> Blaisdell, that a larger room be obtained for Appropriation <br /> Committee meetings during the busy months prior to Town <br /> Meeting when various Committees come before the Committee <br /> with budgets and presentations. He strongly feels that the <br /> meetings should take on a more formal type structure. <br /> Chairman Furash and the Committee was in total agreement. <br /> b. False Alarms: Mr. Blaisdell stated that there are presently <br /> too many false alarms as a result of store owners opening <br /> stores after hours for one reason or another. This necessitates <br /> a cruiser coming down to investigate and he feels that a fine <br /> should be imposed in this case. <br /> c. Agenda: Mr. Blaisdell made the suggestion that an Agenda be <br /> submitted to all Committee members prior to each meeting. <br /> This is not always possible the Chairman stated as there are <br /> many last minute items that come up before meetings. <br /> Meeting with Appropriation Committee was adjourned to meet with the <br /> Board of Selectmen at 9:00 P.M. <br />
