7. Impact to environmental resource areas and enhancements <br />It is doubtful the housing project would impact substantially the environmental resources, if properly <br />constructed. However, combined with the other elements of the proposal, the level of activity and <br />development would have a significant impact <br />8. Impact to public utilities and infrastructure and enhancements <br />Probably no major impact with the exception of parking required. Sewer and water connections will be <br />needed and depending on the placement of the housing, this could require an extension of the sewer <br />line along Lowell Street from the Lowell Street /Westminster Avenue intersection. Electric, cable and <br />other connections (gas) would also be required. <br />9. Security requirements <br />No special requirements are needed. <br />10. Maintenance requirements <br />The housing maintenance would be taken care of by the people responsible for the housing, but in some <br />models, that might be an owner /lessee or it might be a Town - related group like the Lexington Housing <br />Partnership. <br />11. Financial impact to the Town (cost and benefit) <br />It is estimated the LHP proposal would require the Town to spend a minimum of $38,000 /unit, but that <br />figure is dependent upon the sources of the funding for the project. Development costs are estimated <br />to be $300,000 per unit (12 units), but may not reflect what the Town will need to spend, if other <br />sources of funding are identified and procured. After construction costs, the housing would be cost - <br />neutral. Given the potential for an increase in school age children, there are likely to be some costs to <br />the school system. <br />12. Consistency with Town Master Plan and Core Values <br />The LHP housing model is somewhat different in that 12 units (or possibly up to 14) will be clustered <br />together on a rather small footprint. Increasing or at least maintaining diversity in the Town is and has <br />been for at least the past thirty years an important Town goal and Lexington has supported moderate - <br />income affordable housing. The LHP proposal supports these values and strategy. <br />13. Sustainability <br />The housing would be as self - sustainable as any other apartment or condominium development in <br />Lexington.
