<br />public facilities.
<br />FINANCIAL PLANNING
<br />Debt Service. Financial planning continues to be an
<br />important activity as we anticipate asking town
<br />meeting for a major borrowing authorization for the
<br />building renovation program to he combined with
<br />financing for acquisition of the Chiesa and West
<br />Farm properties and the Pine Meadows golf course.
<br />The financing of these items will be a critical
<br />element for FY87. For the first time since the
<br />inception of Proposition 2 1/2 I have recommended to
<br />the selectmen that we consider exempting debt from
<br />the levy limitation. This will require a majority
<br />vote of those voting on a referendum question.
<br />Revenue. The town did accept new legislation that
<br />allows for a 4 percent hotel /motel tax to assist us
<br />with levy limit problems. It is anticipated that
<br />$250,000 of new revenue will be generated from this
<br />room tax.
<br />Free Cash. We had certified free cash of approxi-
<br />mately $3.5 million as of July 1, 1985 and antici-
<br />pate to have in excess of $2.0 million as of July 1,
<br />1986. This will provide some cushion to support our
<br />budget for FY87.
<br />PERSONNEL
<br />Contracts were concluded with the police, fire and
<br />public works department employees unions and a pay
<br />plan for our non -union employees was adopted. A
<br />general increase was granted slightly in excess of
<br />5 percent with union contracts reflecting a 4 per-
<br />cent increase July 1 and a 2 percent increase
<br />January 1. The fire department contract provides
<br />for a physical fitness component geared around
<br />flexibility exercises which should assist in
<br />limiting on- the -job injury and disability claims.
<br />Major changes in administrative leadership of the
<br />town will take place in 1986 based upon the retire-
<br />ments of Comptroller Richard M. Perry, with over 20
