Ferguson, Moderator, 8:08 P.M. <br /> There were 194 Town Meeting Members 'present. <br /> Meeting opened with Invocation by Rev. Crawford 0. Smith. 8:10 P.M. <br /> Town Clerk, James J. Carroll, read warrant 'f or the meeting until <br /> further reading was waived by vote of the Town Meeting Members. <br /> 8 :12 P. M. <br /> The clerk read the Constables' Return of the warrant. 8:12 P. M. <br /> Article 2. Gardner C. Ferguson, Chairman, presented the report of <br /> the Appropriation Committee which was voted to be accepted <br /> and placed on file. 8:17 P. 14. <br /> A. Edward Rowse moves for the sense of the -Town Meeting Members <br /> that the Appropriation Committee should present any amendments as <br /> the various appropriations are presented. <br /> Carried Unanimously 8:19 P. M. <br /> Article 2. Sanborn C. Brown, Chairman, presented the report of the <br /> 'Capital Expenditures Committee which was voted to be <br /> accepted, placed on file and the committee discharged. <br /> 8:20 P. M. <br /> Donald K. Irwin, Chairman, presented the report of the <br /> Building and Plumbing By-yaw Study Committee as a report <br /> of progress which was accepted and placed on file. <br /> 8 :20 P. M. <br /> Mrs. Ruth Morey presented report of the High School <br /> Building Committee. 8:21 P. M. <br /> Article 3. Leon W. Bateman, Chairman of the Board of Selectmen, <br /> presented the following: <br /> VOTED: That a Committee of three be appointed by the <br /> Moderator to have charge of the lectures under the wills <br /> of Eliza Cary Farnham and Susanna E. Cary for the current <br /> year. <br /> Carried Unanimously 8:22 P. M. <br /> Leon W. Bateman suggests, if no objections from the Town Meeting <br /> members present, to take up Article 44. <br /> No objections. Carried by voice vote. <br /> Article 114. Sanborn C. Brown, Chairman of the Capital Expenditures <br /> Committee, presented the following: <br /> VOTED: To amend the General By-Laws by adding thereto a <br /> new Article XXIX, to read as follows : <br /> ARTICLE XXIX <br /> CAPITAL EXPENDITURES COMMITTEE <br /> Section 1. The Town shall have a Capital Expenditures <br /> Committee consisting of five registered voters of the <br /> Town. No member of the Committee shall be an officer or <br /> employee of the Town, whether elected or appointed, ex- <br /> cept that Town Meeting Members may be members of the <br /> Committee. Initially the Moderator shall appoint two <br /> members to serve until the next annual Town Meeting, two <br /> members to serve until the annual Town Meeting in the <br /> second year thereafter, and one member to serve until the <br /> annual Town Meeting in the third year thereafter. There- <br /> after, on or before the first day of June in each year <br /> the Moderator shall appoint to the Committee one or two <br /> members (as the case may be) to serve until the annual <br /> Town Meeting in the third year thereafter and until his <br /> successor is appointed and qualified. Any vacancy in <br /> the Committee shall be filled by appointment by the Mod- <br /> erator and the member so appointed shall serve for the <br /> unexpired term of his predecessor, If any member of the <br />
