(WARRANT FOR SPECIAL TOWN MEETING - SI,v, WARRANT BOOK) 30 <br /> SPECIAL TOWN MEETING HELD MONDAY, JANtTARY 28, 1963 <br /> Meeting called to order by the Moderator, Charles E. Ferguson, <br /> at 8:03 P. M. <br /> There were 178 Town Meeting Members present. <br /> Invocation offered by Rev. Whitmore E. Beardsley. 8:04 P. M. <br /> James J. Carroll, Town Clerk, read the warrant for the meeting <br /> until further reading was waived by the Moderator at 8:04 P. M. <br /> James J. Carroll, Town Clerk, read the Constable's Return. <br /> 8:05 P. M. <br /> Article 1. Logan Clarke, Jr. presents Appropriation Committee Report <br /> which was voted to be accepted and placed on file. <br /> 8:05 P. M. <br /> Article 2. Presented by Austin W. Fisher, Jr. <br /> VOTED: That the Standing School Building Committee, <br /> appointed under the authority of the vote adopted under <br /> Article 37 of the Warrant for the 1957 Annual Town <br /> Meeting, be and hereby is authorized on behalf of the <br /> Town to enter into a contract or contracts for the con- <br /> struction and original equipping and furnishing of new <br /> secondary school buildings on land in the vicinity of the <br /> senior high school, additions to the senior high school <br /> building, and any alterations in the existing senior high <br /> school building required by the construction of such <br /> additions and by any connection of the new buildings to <br /> such existing buildings , and to supervise the work; and <br /> that the sum of $3,200,000.00 be appropriated therefor <br /> and that payment be provided by the issue of bonds or <br /> notes of the Town for the sum of $3,200,000.00; and that <br /> the Treasurer, with the approval of the Selectmen, be and <br /> he hereby is authorized to borrow the sum of $3,200,000.00 <br /> under the authority of Chapter 645 of the Acts of 1948, <br /> as amended, and to issue bonds or notes of the Town there- <br /> for, to be payable in accordance with the provisions of <br /> Chapter 44 of the General Laws, as mended, within a <br /> period not exceeding twenty years. <br /> 8:07 P. 'M M. <br /> Slides were shown with various explanations. <br /> Logan Clarke, Jr. gives explanations of the town' s <br /> financial condition. <br /> Selectman, Alan G. Adams and Logan Clarke, Jr. of the <br /> Appropriation Committee state that both boards are <br /> unanimously in favor of this article. <br /> Remarks by Vincent A. McCrossen. <br /> Motion made by Mr. McCrossen that the article be placed <br /> on the ballot for the 1963 Annual Town Election. The <br /> Moderator states that the motion is not in order. <br /> 8:56 P. M. <br /> The Moderator states that this motion requires a two- <br /> thirds vote, and if the voice vote is not unanimous, a <br /> standing vote will have to be taken. <br /> Voice vote was not unanimous. 9:13 P. M. <br /> Standing vote taken as follows: <br /> In Favor - Tellers Opposed <br /> 29 Frederick E. Tucker 0 <br /> 105 Ernest A. Giroux 1 <br /> 40 Harold T.
