x,18 <br /> TOWN MEETING , <br /> JUNE 28 , 1928 . <br /> Meeting was called to order by the Town Clerk , John H . Kane , <br /> at 8 P . M . <br /> The Moderator , Robert H . Holt , not being present , on motion <br /> of George E . Briggs , Senator Joseph R . Cotton was nominated and <br /> elected as Moderator . <br /> Art . 2 . On motion of Albert H . Burnham, Chairman of the Selectmen , <br /> a voted to take up Article 2 . <br /> Under this article , Mr . Burnham offered the following motion : <br /> "Voted that the Board of Selectmen , acting as a Board of Health , <br /> be and hereby are authorized to undertake the collection of garbage <br /> in such portions of the town as they may deem advisable from time to <br /> time , and that the sum of $3 , 000 . be appropriated and assessed to <br /> cover the cost of such collection. <br /> Dr . Clarence Shannon then offered the following as a substitute <br /> motion : <br /> "Voted that the Board of Selectmen , acting as a Board of Health , <br /> be and hereby are authorized to undertake the collection of garbage <br /> in such portions of the town as they may deem advisable from time to <br /> time , and that the sum of $1 . 000 . be appropriated and assessed and <br /> that such collection be by contract . " <br /> Mr . Elwyn G . Preston spoke on the subject expressing the thought <br /> that he did not believe that the Selectmen would be able to make a <br /> good contract , if the vote stated that the collection should be done <br /> by contract . <br /> Mr . James G . Robertson of the Selectmen also spoke against the <br /> appropriation of $1 , 000 . inasmuch as this would tie the Selectmen up <br /> to collecting the garbage by contract only , and as the proposition was <br /> new to the Board , he felt that they should be given an opportunity to <br /> find out the best way to handle the garbage collection, ' and he hoped <br /> the substitute motion would not prevail . <br /> Vote was taken on the substitute motion of Dr . Clarence Shannon , <br /> and the amendment was lost . <br /> The original motion offered by Mr . Albert H . Burnham was then <br /> passed by vote of the meeting at 8 : 16 P . M . <br /> Art . 3 . Under this arti ole Mr . Burnham offered the following motions <br /> sac o be taken up separately . <br /> "Voted that the Board of Selectmen be authorized to construct a <br /> sewer in Glen Road from Upland Road to Oakland Street , a distance of <br /> approximately 320 feet . " <br /> The above vote was passed unanimously by the meeting. <br /> Under this article Mr . Burnham offered the following motion : <br /> "Voted that the Board of Selectmen be authorized to construct a <br /> sewer in Eliot Road , from Massachusetts Avenue through land of James P . <br /> Munroe and Sumner Robinson , Trustees , to Tavern Lane , thence in Tavern <br /> Lane to Eliot Road , and in Eliot Road from Pelham Road to Warren Street , <br /> a distance of approximately 2 , 000 feet . " <br /> Under this article , Mr . Galt F . Parsons stated that he did not <br /> believe there was any necessity of a sewer up Warren Street and offered <br /> the motion that this article be indefinitely postponed . Mr . Custance <br /> of the Selectmen explained that there were applications for the sewer <br />
