<br />MinutesoftheCommunityPreservationCommittee <br />Thursday,November5,2015 <br />ParkerRoom,TownOfficeBuilding <br />1625MassachusettsAvenue <br />3:00PM <br />CommitteeMembersPresent:MarilynFenollosa,Chair;RichardWolk;ViceChair;RichardCanale, <br />NormanCohen,DavidHorton,JeanneKrieger,LeoMcSweeney,BobPressman,SandraShaw. <br />AdministrativeAssistant:ElizabethLane <br />OtherAttendees:DavidKanter,ViceChairoftheCapitalExpendituresCommittee(CEC);Sergio <br />DeMango,FacilitiesEngineer;NancySofen,BusinessManager,MunroeCenterfortheArts;Tom <br />Griffiths,BoardChair,MunroeCenterfortheArts. <br />Ms.Fenollosacalledthemeetingtoorderat3:05PM. <br />1)MeetingMinutesfrom10/29/15 Ms.FenollosaintroducedminutesforapprovalfromtheCPC <br />meetingonOctober29,2015.Severalrevisionsweresuggested.Afteramotiondulymadeand <br />seconded,theCommitteevotedtoapprovetheminutesasamended,90. <br />2)Projectupdates/memberconcerns Ms.LaneupdatedtheCommitteewithseveralapplicant <br />interviewdates.Threeprojectsstillrequiredscheduling. <br />3)MunroeCenterfortheArtsWindowRestoration Whilewaitingfortheprojectapplicantsto <br />arrive,theCommitteerealizedduringdiscussionthattwodifferentapplicationsweresubmitted <br />forthesameproject.Mr.KanterdistributedtheCapitalImprovementProjectapplication(not <br />receivedbytheCPC)thatwassubmittedbyTownFacilities.TheapplicationreceivedbytheCPC <br />fortheprojecthadbeensubmittedtotheCommitteedirectlybytheMunroeCenterforthe <br />Arts. <br />TheCommitteeexpressedsomeconfusionregardingtheownershipandmaintenanceofthe <br />Townownedbuilding.Mr.DeMangoexplainedthatcapitalprojectsarebidthroughand <br />overseenbythetownevenwhentheMunroeCenterpaysfortheservices. <br />Upontheirarrival,NancySofenandThomasGriffithswerequestionedbytheCPCaboutthe <br />agreementbetweenthebuildingtenantsandtheTownbutneithercouldprovideafirm <br />responseregardingtherelationship.Mr.Griffithssaidtherewassomeambiguitywithinthe <br />agreementaboutwhowasresponsibleforcapitalprojects.TheMunroeCenterpaidforsome <br />pastprojectsbecausetheyhadthefundsavailablebuttheyrequestedCPAfundsforthe <br />windowstudybecausetheprojectexceededtheirfinancialcapabilities.The117windowsinthe <br />MunroeCenterarebelievedtobeoriginalandthusinpoorcondition. <br /> <br />
