# _ Lexington Housing Partnership <br />Meeting Minutes for December 6, 2012 <br />Attendees: <br />Betsey Weiss, Florence Baturin, Melinda Walker, Bob Pressman, Mary Haskell, Chris Kluchman, <br />Carol Marine, Harriet Cohen, Wendy Manz, Ken Kreutziger, Jennifer Van Campen (Metro West <br />Collaborative Development) <br />The meeting was called to order at 7:35 pm. Chris Kluchman chaired the meeting and Harriet Cohen <br />took the minutes. <br />1. Minutes <br />Betsey Weiss made a motion to approve the minutes of Oct. 25, 2012. Wendy Manz seconded <br />the motion. The motion was passed with 6 ayes, 0 nays and 1 abstention. <br />Ms. Weiss made a motion to approve the minutes of Nov. 15, 2012. Ms. Manz seconded the <br />motion. The minutes were amended to note that the meeting took place prior to the Housing <br />Production Plan Forum. 6 The motion was passed with 6 ayes, 0 nays and 1 abstention. <br />2. Report from Regional Housing Services: <br />Ms. Kluchman provided a brief update from Regional Housing Services. <br />3. Update on Housing Production Plan: <br />The list of possible housing sites has been updated and is available. At the Board of Selectmen <br />meeting, Aaron Henry said the Housing Production Plan would be ready in June or later. <br />4. HOME Consortium <br />The Lexington Housing Authority owns a 1 -level house on Mass Ave that is set aside for disabled <br />persons. A proposal was made to allocate HOME funds to bring this property up to code and to <br />renovate the house. The members of the BOS voiced support for the proposal to use $160K of <br />HOME funds for this work. No formal vote was taken regarding this project. [Aaron Henry <br />advised subsequently that the BOS must hold a public hearing concerning the proposal before a <br />formal vote.] <br />There was discussion at the Board of Selectmen meeting as to whether the HOME funds were <br />sufficient to justify the administrative support required for the HOME consortium. The BOS is <br />soliciting input as to whether Lexington should continue in the consortium. <br />Ms. Van Campen said that unused HOME funds would be passed into a pool, and each HOME <br />community could apply for the use of those funds. This allows towns to apply for a substantial <br />allocation rather than the accumulating funds over many years. She encouraged the LHP to send <br />a letter to the BOS supporting Lexington's participation in the HOME consortium. <br />Mary Haskell moved that the LHP respond to the Board of Selectmen with an endorsement of <br />the HOME consortium. Ms. Manz seconded the motion. The motion passed unanimously, with 8 <br />aye votes. (The additional vote was provided by Ms. Marine who joined the meeting shortly <br />after the minutes were approved.) <br />
