PBC Meeting Minutes <br />23 August 2011 Meeting <br />4.18BOSPresentation <br />6/9/11 <br />PBCdiscussedhavingameetinginlateJulyorearlyAugustandinvitingBOS/EnergyCommittee/CPC/CEC/TownManager. <br />Itwasdiscussedthattheformatofthepresentationmightbebestbaseduponthephasingplan. <br />4.19BridgeGymFloor <br />7/14/11 <br />Oldmasticbelowexistinggymflooratbridgewouldrequireaddedprojectscopetoabate.Discussedcostoptions <br />needforreplacement.ReplacementoftheBridgegymnasiumfloorsolelyforthepurposesofabatementofmastic <br />wasdiscussed.Thegymfloorisotherwiseinacceptableconditionsandfullyintact.Replacementofthefloor <br />solelyforthepurposesofabatementofotherwiseintactmaterialwasnotpreferred. <br />4.20Entrance <br />6/9/11 <br />Currentscopehasnoplansformodificationsatthebuildingentrancediscussiononremovingexistingentrance <br />canopyandaddingnewcanopywithnewwalksandlandscapingtoimproveschoolentrance.Itwasproposedthat <br />thiselementoftheworkcouldgoalongwayinsolicitingsupportfortheproject. <br />4.21ReviewofDesignDevelopmentEstimate <br />7/14/11 <br />DPCreportsprojectdesigndevelopmentestimateis$2,834,515overestimatedSchematicDesignprojections. <br />DPCattributedsomeofthesecostincreasesto: <br />materialprices,ductwork,pipeandwiregoingup. <br />Generalconditionsoriginallyasapercentage.Needfordoubleshiftsinthesummer. <br />Complexitieswerenotanticipated. <br />Discussionensuedonwaystobestpresentandunderstandthecurrentcostestimatesanddeterminewhere <br />overrunsmightbe.Itwasagreedthatanadditionalmeetingwouldberequiredwithfurtherrefinementofthe <br />estimatebyDPC. <br />7/21/11 <br />DPCpresentedsummaryofprojectcostandreviewed <br />Manywouldliketomoveforwardwiththeprojectbutitisimportanttounderstandwhythenumberswentup. <br />Alsoitneedstobedeterminedhowreliablethecurrentnumberswillprovetobe. <br />DPCisconfidentthatthescopeisfullycaptured,butspeculatesthatthemarketcostwillcontinuetorise. <br />Alsoitwaspointedoutthattherearenofiguresinbudgetfornightlycleaningduringconstruction;andthisshould <br />beaddedin. <br />Otherdiscussionsincludedwhatcanberemovedfromtheaddedscopetogetclosertotheoriginalbudgetnumber? <br />Whatisthepaybackonthenewwindows? <br />PBCwouldlikeDPCtoputtogetheralistofalternatestogetbacktothe19.3number. <br />DiscussiononOptionalSeismicbracingforBridge,thoughtswerethatifitisnotrequiredatthistimeandcanbe <br />donewhenroofisreplacedinthefuturethenpossiblywaituntilthentodoso,howeveritwouldbehelpfulto <br />knowwhatkindofseismiceventwouldcausefailure. <br />Discussiononnewentrancecanopiesincludedfavorablecommentsonaverynicedesign.Somefeltthatifthe <br />projectcanaffordthemitwouldbeapossibleadd,howevercurrentchangesinoverallprojectcostsneedtobe <br />understoodfirst. <br />Summaryofdiscussions: <br />DPCtokeepmovingforward. <br />Aclearerexplanationofincreasedcostisneededpriortonextmeetingscheduledfor8/11/11. <br />Page 7 of 11 <br /> <br />
