recommendations. Our discussions did recognize the possible value of further research and <br />analysis relating to the operation of our health benefit programs. In addition, we recognize <br />the need, over the longer term, to strike an appropriate balance between fiscal restraint and <br />ensuring the continuing competitiveness of the total compensation that we offer to town and <br />school employees. <br /> <br /> Program restructuring. In order to preserve services and facilities while maintaining <br />fiscal discipline, it is essential that the town and schools aggressively pursue opportunities <br />that will allow for more efficient program operation. This will require ongoing attention to <br />opportunities for restructuring, consolidation, and regionalization. This is a topic that the <br />task force only had the occasion to discuss briefly. We did not have the opportunity to <br />seriously consider how the town can best ensure that these opportunities are being fully <br />identified and explored. <br /> <br />The state legislative agenda. As Lexington Town Meeting, the Selectmen, the town <br />manager, and others have indicated, this community and other Commonwealth localities <br />have asked the legislature for reforms that would facilitate more efficient, cost-effective <br />operation of municipal government. The rules for negotiating employee compensation, <br />particularly benefits, are one significant example. The task force has not had an opportunity <br />to review specific proposals for legislative reform, in this area or in others, but recognizes <br />that this is an important area for further analysis and discussion. <br /> <br /> <br /> 20 <br /> <br />
