Planning Board & Board Of Selectmen <br />Minutes of Joint Meeting an Affordable Housing <br />October 24, 1988 Cranberry Hill <br />Facilitator Jim Pritchard (JP): SET AGENDA FOR THE EVENING: <br />1 ) Define roles <br />2) Develop outline of a Housing Development organization to carry <br />out your commitment to affordable housing. <br />4 issues: - (1) who will provide overall leadership <br />(2) who manages the development process <br />(3) who coordinates on day to day basis <br />(4) how do you involve boards, committees, community groups <br />Consensus thinking from last meeting: <br />Build 100 -175 units affordable housing over next 5 years ( private and <br />public) through the following mechanismst <br />A) begin exploring possibilities at Meagherville as the first of <br />several sites <br />B3 scatter sites <br />C) Lowell Street concept (private development) <br />D) accessory apartments - why isn't it working <br />This constitutes a starting point that everyone can agree with, and is not <br />PM" necessarily a consensus that this is the best plane <br />The two boards then plotted their feelings on to a matrix developed by Bob <br />Bowyer "The Roles of the Actors in the Production of Affordable Housing ". <br />General Comments on Bob Bowyer`s (BB) Matrix: <br />Bill Dailey (BD) -- 4 categories need to be addressed first - all others <br />are ancillary until those are dealt with: <br />(1) Agree on Housing Policy <br />(2) Set number targets <br />(4) Determine which sites will be considered <br />(11) Rank sites by priority...one site or concurrently <br />Paul Marshall (PM) - No one sees a leadership role in anything spelled out <br />here for LHA or any of the appointed committees /boards? <br />BB - 1) LHA doesn't proceed until town wants it to; <br />2) it only develops on property it acquires for free <br />Leo McSweeney (LM) - Many roles and responsibilities here involve several <br />boards, so we must work together to be successful --- one goal with one <br />focus. <br />JS -- As work gets done, appropriate participation will become evident. <br />JP - P8 BOS, Mgt and Staff is where primary leadership and burden lie <br />Ellie Klauminzer (EK) - LexHAB should lead in some private developments <br />MW - the lead changes according to the project. <br />
