plow SELECTMEN'S MEETING <br />� <br />August 29, 1988` <br />A regular meeting <br />of the Board of Selectman was held on Monday, <br />August 29, 1988, in the Selectmen's Meeting Room, Town office Building, <br />at 7:30 p.m. Chairman Smith, Mr, Dailey, Mr. McSweeney; Mr. White, Town <br />Manager; Mrs. Snow, Executive Clerk, were present. Mr. Cohen, Town <br />Counsel, and Selectmen Marshall arrived later in the meeting. <br />PUBLIC HEARING, BOSTON EDISON, MINUTEMAN LANE CONDUIT <br />Mrs. Smith opened a public hearing on the petition of Boston Edison <br />Company for permission to install conduit in Minute Man Lane. She read <br />an August 5, 1988, memo from the Director of Public Works describing the <br />proposal and recommending approval. <br />Carol McManus, representing the Edison Company, explained that the <br />work is necessary to change overhead service to 15 Minute Man Land to <br />underground electric service. <br />There being no further comments in favor or in opposition, Mrs. <br />Smith declared the hearing closed. <br />Upon motion duly made and seconded, it was voted to approve the <br />petition, plan and orders of Boston Edison Company for the purpose of a <br />grant of location for approximately seven feet of conduit in Minute Man <br />Lane, northerly approximately 585 feet northeast of Battle Green Road. <br />SPRING STREET TRAFFIC ISSUES <br />Mr. white referred to the application to the Board of Appeals of <br />Boston Properties for Special Permit with Site Plan review for <br />additional development of its facility at 191 Spring Street and outlined <br />features of the proposal. The hearing is scheduled for September 8th. <br />Robert Bowyer, Planning Director, was present to report on the <br />commitments of Boston Property relative to traffic issues and the <br />granting of a conservation easement over the 3.8 acre residential <br />portion of its property, if the Special Permit is granted. <br />Mr. Bowyer noted that the Planning Board's recommendations would <br />differ only slightly from the Boston Property offering and that these <br />changes are continuing to be the subject of negotiation with Boston <br />Properties. The Planning Board's written report dated 8/31/88 to the <br />Board of Appeals, in draft form, was reviewed. Mr. Bowyer outlined the <br />Board's recommendations which concluded that the developers should be <br />allowed to build within their permitted floor area ratio limits, <br />provided measures are taken to mitigate the impacts of the development. <br />Mr. Bowyer referred to the February, 1988 decision of the Board of <br />Appeals on the proposal by Raytheon which included traffic improvement <br />measures and noted that the Boston Properties proposal dovetails with <br />measures taken by Raytheon. He added that this would be the first time <br />that a Traffic Management Plan, including a specific trip - reduction <br />program, leaving choices to the Town, will have been submitted and saw <br />it as an encouraging sign. Other area firms such as Beal Company, W.R. <br />�••• Grace, as well as Raytheon will be setting up coordinated programs which <br />will be a model to companies in other Towns. <br />Mrs. Smith observed that great progress has been made when <br />companies are conscious of total area traffic situations rather than <br />just the impact of their individual facility. <br />
