59 <br />Militia Drive - at and northerly from Worthen Road, thence turning <br />and running westerly thence turning and running <br />southerly, a distance of about 305 feet - conduit. <br />Worthen Road - at and easterly from Militia Drive, a distance of <br />about 10 feet, conduit <br />Worthen Road - at and southerly from Militia Drive, a distance of <br />about 50 feet, conduit. <br />PINE MEADOWS ADVISORY COMMITTEE <br />Margaret Rawls, Chairman of the Pine Meadows Advisory Committee, <br />was present for review of the Committee's draft report on development <br />options for the Pine Meadows land. <br />Mrs. Rawls had distributed the preliminary reports to the Selectmen <br />and members of the Finance Committees, adding that the report in final <br />form will be ready prior to the July 13th Special Town Meeting. <br />Mrs. Rawls outlined procedures followed by the PMAC to date and <br />stated its goals as being (1) saving the entire golf course, (2) <br />preserving a significant portion of the Meagherville site, (3) the <br />inclusion of affordable housing, (4) preserving the appearance and <br />integrity of the entire site in so far as possible, (5) achieving a <br />possible return to the Town to offset $4M to $5M of costs, including <br />income from leasing of the golf course. <br />The Committee will present the plan to the Town Meeting which <br />appears to be most viable and which most closely addresses the goals <br />listed. <br />Mrs. Rawls reviewed articles to be inserted in the S.T.M. Warrant: <br />Article 2, Town purchase of the entire site; Article 3, Town purchase of <br />the site with authorization to sell parts of the Pine Meadows and <br />Meagherville sites for development; Article 4, authorization of the <br />Selectmen to transfer the Meagherville site to Moore Homes, Inc. and <br />outlined possible strategies to be followed, in the case of defeat of <br />Articles 2 and 3. <br />Procedures for bonding and an override of Proposition 2, the impact <br />of purchase on the tax rate and yearly costs for the average homeowner <br />for both options. She noted that the report to Town Meeting would <br />include estimates of income to be realized from sale of land for <br />development, lease of the golf course, possible state aid, possible Land <br />Bank Tax as well as estimates of net costs. <br />Gary Larson, Consultant to the PMAC, displayed a site analysis plan <br />of the golf course and Meagherville school site land, pointing out open <br />space vegetation and water features, housing location and road system <br />proposed. Groupings of affordable housing were shown and detention <br />areas and the sewer system described. Mr. Larson noted that the plan <br />had been designed to keep the best open space undeveloped. <br />Mr. Eddison congratulated Mrs. Rawls, Mr. Larson and Mr. Nichols, <br />Real Estate Consultant to the PMAC on the excellence of the work done <br />and thanked the Committee for the well prepared and informative <br />documents provided. <br />EXECUTIVE SESSION <br />or <br />Upon motion duly made and seconded, it <br />vote, Mrs. Smith, Mr. Marshall, Mr. Eddison, <br />to go into Executive Session for discussion <br />negotiation with the intent to resume open <br />was voted 5 - 0 by roll call <br />Mr. Dailey, Mr. McSweeney, <br />of matters of land <br />session. <br />mow <br />
