9 I <br />Selectmen's Meeting -3- June 27, 1988 <br />open session was resumed at 8:40 p.m. Mr. Marshall left the <br />meeting at that time. <br />INSURANCE COST CONTROL <br />Mr. White referred to the Town's efforts to deal with escalating <br />health insurance costs over the past few years including a number of <br />initiatives undertaken to try to mitigate those rising casts, the latest <br />of which is self insurance. Because few of the town's efforts have <br />proven to be successful in adequately controlling health insurance <br />costs, Mr. White proposed entering into a contract with Insurance Cost <br />Control, Inc. (ICC) to provide cost control and group benefit management <br />for the Town's group health insurance budget. <br />He saw savings of approximately $195,000 in FY89 under ICC <br />procedures, projected to fall within the categories of eligibility <br />audit; coordination of benefits; subrogation of benefits; paid claims <br />audit; length of stay audit; administrative services. <br />Mr. White introduced Edwin Bleilor of ICC to further explain his <br />firm's program. Mr. Bleilor explained the procedures implemented by ICC <br />in working with the Town to provide management of life and health <br />insurance programs and reviewed methods used to save the Town money be <br />coordination of benefits. <br />Mr. White thanked Mr. Bleilor for his presentation and the <br />information provided on ICC's program. <br />PETER BARKER <br />Peter Barker, Lexington's former Hanscom Field Advisory Commission <br />representative, was present to report to the Board on his experience as <br />a Commission member and on his views about the functions of the HFAC. <br />Because of her involvement with Massport, Mrs. Smith left the <br />meeting for Mr. Barker's report and Mr. Eddison, as senior Selectman <br />present, acted as Chairman. <br />Mr. Barker said that in his view, the HFAC is not a problem solving <br />organization, but that its role is that of a communications agency which <br />funnels information back to the four towns represented. He noted that <br />the Commission is often informed of critical Hanscom issues at the last <br />minute and has no involvement in initial planning of projects being <br />considered by Massport. <br />He felt that significant changes in operations of the airport would <br />be sure to take a major toll on Lexington's quality of life and that the <br />Planning Departments in the area towns should closely scrutinize what <br />Massport is doing regarding new parking and construction which, indicate <br />expansion. He noted that actual construction appears to contradict the <br />2 to 3% growth rate projected. <br />Regarding response by Massport to 4 -town concerns, Mr. Barker felt <br />that they were not adequately addressed at meetings because no Massport <br />decision makers had become involved. <br />He applauded HATS II as a means for gaining more input regarding <br />Massport development plans but generally felt that the area towns have <br />little control over Massport actions. <br />Mr. Eddison thanked Mr. Barker for his service to the Town as its <br />representative on the Hanscom Commission and for the expression of his <br />views that evening. <br />Mrs. Smith returned to the meeting at that time. <br />
