Mr. Hutchinson informed the Board that, at the request of the Planning <br />Board, a consultant had been engaged to explore financials submitted by the <br />developer and that it is planned to recess the 1124 hearing pending receipt <br />of that report. He advised that the Selectmen defer any comments until the <br />report has been filed. <br />Mr. Eddison added that he would be reluctant to support approval of the <br />application until the impact of increased traffic on the area has been <br />studied. <br />It was agreed, as recommended by the Town Manager, to continue <br />discussion after receipt of the consultant's report, <br />MUZZEY SENIOR CENTER RELEASE <br />Mr. Hutchinson requested that the Board vote to execute the release of <br />the developer of the Muzzey Senior Center under the Land Disposition <br />Agreement with exceptions as noted in the December 23rd letter from David <br />Rodgers of Palmer & Dodge regarding provision of management services for the <br />condo and costs for management services, hearing, lighting and cleaning of <br />the Senior Center. <br />Mr. Eddison, liaison to the Council on Aging, referred to heating and <br />accoustics problems and asked if any progress with resolution is being made. <br />Mr. Hutchinson reported that the developer is working toward relief of the <br />problems and felt that the release should not be delayed on that basis. <br />Redesign to improve accoustics is being funded by the Friends of the Council <br />on Aging. <br />Mr. Eddison felt that reference to the developer's commitment to <br />heating improvements should be made in the Release. <br />Upon motion duly made and seconded, it was voted to approve the <br />Certificate of Completion and Release of Conditions, pursuant to the terms <br />of a Land Disposition Agreement dated October 91, 1989 between the Town of <br />Lexington and Sydney Noyes Anderson, Inc. for the Muzzey Senior Center, with <br />two exceptions noted. Approval is subject to the stipulation that the <br />developer be financially responsible for remedying problems with the heating <br />of the Senior Center, <br />maw <br />FY 87 STREET ACCEPTANCE ..,,PETITI_ONS P HAYES „LANE <br />Mr. Hutchinson referred to FY87 street petitions by residents of Jean <br />Road, Tavern Lane and Hayes Lane, noting that for budget reasons, not all <br />can be undertaken this year. Because of indication from 9 of the 28 <br />residents of Hayes Lane, strongly in opposed to construction of the street <br />and in light of the $700,000 expense involved, he recommended delaying the <br />project for at least another year. <br />Mrs. Wong, 15 Hayes Lane, initiator of the petition, noted the basis of <br />opposition to acceptance as being increased speeding, costs, and the <br />pavement width proposed and outlined difficulties encountered by residents <br />on the unimproved end of the street. <br />Dr. Branch, 91 Grant Street at the corner of Hayes Lane, related that <br />in years past, he had hot - topped a section of the lane to prevent dust. He <br />was in favor of construction of the street. He pointed out dangers from ...r <br />speeders exiting onto Grant Street and felt that the condition of the street <br />should be improved. <br />
