Mrs. Battin noted that HATS will meet <br />on October 1 for action on acceptance and release of the study and to <br />receive initial feedback from the four towns concerned. She noted that <br />tonight's meeting was the start of internal dialogue on the stud and <br />pointed out the need for broad dissemination of Y <br />the findings, for staff <br />analysis and for further dialogue among major boards and with the com- <br />munity. <br />Mrs. Uhrig briefly reviewed the conclusions reached and recommenda- <br />tions made by as summarized in a letter to members of HATS dated <br />September lo, 1984, from Edward J. Shaman, Chairman of the HATS Working <br />Committee. Regarding long -range solutions, Mrs. Uhrig said the the stud <br />indicates that none of the "ding road" alternatives alone i Y <br />will provide major <br />solutions to the traffic problems expected in the Hanscom area. In fact <br />the new "ring road" will be effective only when it is combined with the <br />other major highway projects, such as the improvements of Rte. 2 and be <br />C Y <br />the interim safety measures now being designed), the upgrading f Rte. 3 <br />g , <br />and the construction of the Hartwell Avenue Connector. Further stud <br />will be urged regarding the incremental benefits of <br />the above stated road <br />improvements and connector construction without a "ring road ", as well as <br />a comprehensive study of Rte. 128, Mrs. Uhrig noted several short and long <br />term problems which need to be addressed by the HATS Committee and. the <br />towns as interim measures, since relief from expected traffic congestion "Now <br />will not be forthcoming soon from any of the abovel roadway P ro'ects. <br />� <br />Board members briefly discussed aspects of the CTPS conclusions and <br />agreement was reached that, in the interest of better understanding of the <br />recommendations and long -term solutions proposed, CTPS and MAPC should be <br />called upon as public agencies to make a presentation of the study to the <br />Selectmen, possibly at a joint meeting of Boards of the four towns. <br />Arrangements for this meeting will be made through the Hanscom Area Traffic <br />Study Committee. <br />Upon motion duly made and seconded, it was voted to designate terms <br />of three years far the Transportation Advisory Committee, Appointments to <br />be made to the Committee this year will be made on 1 -, 2-- and 3-year staggered <br />y gg ed <br />term basis, as recommended by Chairman Sally Castleman. <br />Designation of length of terms for members of the Cable Television <br />Advisory Committee was deferred, pending receipt of recommendations of Chair- <br />man John Ward on the matter. <br />Upon motion duly made and seconded, it was voted to make appointments <br />to committees, boards and commissions as shown on the fb1io'Vif.g pa t: <br />
