-2- <br />Traffic item Request of Phyllis Goldstein, 5 Lawrence Lane , f or lowered speed limit <br />Goldstein and-installation of sidewalks on Pleasant Street, and the recommendations <br />Pleasant St. of the Traffic Safety Advisory Committee on Mrs. Goldstein' s concerns, were <br />reviewed. <br />The Committee reported that a speed check on Pleasant Street had shown <br />that Pleasant Street cannot be considered a problem area, with respect to <br />speeders and accidents, Pleasant Street is currently goverened by the Funda- <br />mental Speed Law, which, taking the speed check results into account, will <br />not allow a lower speed limit. The Committee did recommend that the Police <br />Department increase i -ts presence on Pleasant Street, as manpower permits. <br />The Committee also recommended' that the Board consider the future <br />possibility of installation of sidewalk on the easterly side from Concord <br />Avenue to Worthen Road which is the only walking route to the Bowman School, <br />and extension of sidewalk. to Watertown Street. <br />Upon motion duly and seconded, it was voted to accept the recommen- <br />dat ions . of the Traffic Safety Advisory Committee on the traffic concerns <br />of Phyllis Goldstein, that her request for lowered speed limit on Pleasant <br />Street be denied for reasons as stated above. The Police Department will <br />be asked for increased coverage, as manpower permits. Mrs. Goldstein will <br />be adivsed that the Board, in the context of its long -range sidewalk plan, <br />will give consideration to installation of sidewalks, as recommended by the <br />Traffic Safety Advisory Committee,, <br />Selectmen A list of the present assignments of members of the Boards was reviewed. <br />Assignments Mrs. Batt -.in asked suggestions as to additional assignments, or any diff- <br />iculties encountered with assignments as they st and . <br />Mr. McLaughlin suggested that Mr. Marshall and Mr. Eddison, as Junior <br />members of the Board, become involved and knowledgeable about the Dog Hearing <br />process so that they may share in the duties of the Dog Hearing officer, on <br />a rotating basis. Mr. Marshall and Mr. Eddison said they would be willing <br />to serve in this way. Mr. McLaughlin, noting the Dog Hearing procedures <br />are regulated under Chapter 140, Section 157, will explore the possibility <br />of delegating this responsibility, now carried by the Selectmen as required <br />by this statute, and will confer with Senator Kraus and Representative Doran <br />on procedures for changing the legislation, if necessary, to allow for handling <br />of Dog Hearings by other Town Departments. <br />In addition to those listed, Mr. Sacco will serve as liaison to the <br />Youth Commission and Mr. Marshall will serve as liaison to LexHAB . Mr. <br />Eddison expressed willingness to serve as liaison to the Arts Council. <br />Police Manual Regarding the Police Manual Policy Committee, Mr. McLaughlin recalled <br />Policy Comm. that in 1983, appointments to the Committee had been decreased from 8 to 5, <br />and that interest in membership was apparently waning because of the in- <br />activity of the Committee. He noted that according to last year's dis- <br />cussion, it was felt that even though there were no immediate issues to be <br />dealt with, the committee should be maintained in case some problems should <br />arise. <br />. Mr. McLaughlin agreed to represent the Board of Selectmen on the member- <br />ship of the Police Manual Policy Committee. <br />
