�5 <br />IE42 <br />submission had been sent and received by the Selectmen's office, and that <br />subsequently on at least two occasions appointments made for discussion <br />of the issue had been postponed due to the pressures of Town Meeting. <br />Mrs. Rawls and Mrs Uhrig questioned Dr. Fitzgerald as to why the <br />Hotel Advisory Committee had not been informed that new R. F . P . ' s were to <br />be sought or been notified of the School's f ding of the legislative proposal. <br />Dr. Fitzgerald responded that the Committee had not been charged with deter- <br />mining which programs are to be presented, but with recommending on educa- <br />tional value of proposed programs. He said the new statute had been develop- <br />ed to define a fair process and to relate to the educational interests of <br />the students, <br />Comments were again made that the new legislation in effect changes <br />the Town's zoning processes by negating the requirement for a 2/3 vote of <br />Town Meeting.. School officials were questioned as to why the Lincoln Select- <br />men were not notified. and why the legislation was filed by Senator Atkins <br />rather than Senator Kraus or Representative Doran who were also not notified <br />of the legislation. <br />Mrs. Batt in urged more in depth communication between the School and <br />Town officials and agencies, and asked that our legislators be kept in- <br />formed of issues which may require the Board's attention. <br />The new legislation and its implications will be reviewed by the Chair- <br />man with Town Counsel for :further discussion by the Board. <br />Minutes 5/14 <br />Upon motion duly made and seconded, it was voted to approve minutes of <br />5/16 & <br />Selectmen's meetings on May 14, May 16, May 21, and June 4, 1984. <br />6/4/84 <br />MBTA - <br />Mr. Eddisbn reported on his attendance at the MBTA public information <br />Hearin on <br />g <br />meeting on July to in Lexington on a study now being conducted on the <br />R.R.right- <br />"Future Use of the Lexington Branch Right-of-Way." He noted that use of <br />of -way <br />the right-of-way as a bikepath is one of 6 or 8 options now under con - <br />(bikepath) <br />s iderat ion by the MBTA, <br />Past procedures regarding a proposal for a bikepath over the right-of- <br />way, prepared . by citizens of abutting Towns, and the study of the proposal <br />by an MAPC regional committee were referenced. It was noted that a previous <br />Board of Selectmen had voted to support the bikepath proposal in 1982, but <br />that subsequent to taking that position, it was decided that further explor- <br />ation of certain aspects of the proposal was warranted. <br />Mr. Edd is on recapped the procedures of the Minuteman Bikeway Committee, <br />appointed by the Selectmen in 1982, which had been charged with this further <br />study. Following a public inf ormation meeting on the matter, and efforts <br />by the Committee to investigate unresolved questions on the project, it <br />was agreed that further consideration of the matter should be undertaken <br />following court decision on the right-of-way abandonment. <br />Discussion continued on procedures to inform-' MBTA of Lexington's <br />stand on use of the right-of-way for a bikeway in conjunction with the <br />META study, expected to be completed by September, 1984. It was agreed <br />that Ms. Adler and Mr. Eddison will prepare a draft letter to the MBTA, in- <br />forming the "T" that the Town's posit ion on the bikepath proposal, which <br />had been supported by a previous Board, will be reviewed and reexamined <br />by the present Board and that the community will want time and opportunity <br />to express its reactions to alternatives which may be in the MBTA study. <br />Omm <br />Now <br />
