ADJOURNED T OWN MEETING - APR 7 , 1975 <br /> The meeting was called to order in Cary Memorial Hall at 8:07 P. M. by the <br /> Moderator, Lincoln P. Cole, Jr. <br /> There were 181 Town Meeting Members present. <br /> Invocation offered by Rev. Alvin Porteous, Pastor of the First Baptish <br /> Church. 8:09 P. M. <br /> Allan F. Kenney, Chairman of the Board of Selectmen, stated that Articles 4 <br /> and 5 would be taken up on April 14, 1975. <br /> Eric T. Clarke moved that Article 65 be taken from the table. <br /> 1 <br /> Carried Unanimously. 8 :12 P. M. <br /> Article 65. Presented by Eric T. Clarke. <br /> MOTION: That the Zoning By -Law of the Town be amended as follows: <br /> A. By adding a new subsection 20.4 as follows: <br /> "20.4 National Flood Insurance Districts: NFID - National <br /> (See Flood Insurance Districts, which are superimposed on other <br /> Page districts, and regulated in Section 39." <br /> 36.) <br /> B. By adding a. new subsection 22.6 as follows: <br /> (See "22.6 National Flood Insurance Districts: <br /> Page NFID- National Flood Insurance Districts as shown on maps <br /> 67.) entitled F. I. A. FLOOD HAZARD BOUNDARY MAPS consisting of an <br /> index map and 8 sheets numbered 01, 02, 03, 04, 05, 06, 08 <br /> and 09, dated June 28, 1974, on file with the Town Clerk." <br /> C. By adding a new section 39 as follows: <br /> "Section 39 National Flood Insurance Districts. <br /> 39.1 Any other bylaw or regulation to the contrary notwith- <br /> standing, no construction shall be permitted within the <br /> District unless the Board of Appeals shall determine that all <br /> utilities are located, elevated and constructed so as to <br /> minimize or eliminate flood damage and that methods of disposal <br /> for sewage, refuse and other wastes and for providing drainage <br /> are adequate to reduce flood hazards; provided that such permit <br /> from the Board of Appeals shall not be required in cases where <br /> the planning board has conducted a similar review and approval <br /> under its Regulations." <br /> 8:13 P. M. <br /> Eric T. Clarke, Chairman of the Planning Board, presented the <br /> Planning Board Report covering Articles 64 and 65 and stated that a <br /> majority of the Planning Board recommended adoption of both <br /> Articles 64 and 65. He filed the minority and majority reports <br /> of his board covering Articles 64 and 65. <br /> 8:14 P. M. <br /> Nyles Nathan Barnert moved to amend the motion by removing section <br /> B in its entirety and renumbering section C as section B. <br /> 8:15 P. M_ <br /> Mr. Barnert's motion to amend was declared lost by voice vote. <br /> 8:18 P. M. <br /> Voice vote on the main motion was not unanimous, so a standing <br /> vote was taken as follows: <br />
