_.�If <br />Selectmen's Meeting -3- October 29, 1990 <br />Mr. Ebersole had recommended that Bay Bank, the lowest bidder, be <br />awarded the renewal of the B.A.N. <br />Upon motion duly made and seconded, it was voted to approve <br />the award of a Bond A n t i c i p a t i o n Note in the amount of $214,000 for <br />work on the North Lexington Pump Station, to Bay Bank, and to <br />execute the notes in Bay Banks' name. <br />MANAGEMENT ASSISTANCE HOUSING AUTHORITY <br />Mr. white referred to the scope of work involved in managing <br />the Town's increasing affordable housing stock, and the need for <br />assistance from an experienced housing management professional in <br />this area. A proposal to hire the Executive Director of the <br />Housing Authority as a consultant for that purpose had not met with <br />support from state and federal agencies such as HUD and EOCD who <br />feel that arrangement would present conflicts. <br />A draft letter to William Spencer , Chairman of the Housing <br />Authority, request allocation of ten hours per month of <br />professional assistance from the Executive Director, was reviewed. <br />Upon motion duly made and seconded, it was voted to authori <br />Mrs. Smith to sign the letter on behalf of the Board. <br />EMERSON GARDENS UNITS <br />There was brief discussion about the acquisition by the Town <br />of 10 2 units at Emerson Gardens, for a successful bid of <br />$783,000. <br />It was noted that nine of the ten units are currently <br />occupied. Questions arose as to what procedures would be <br />imp lemented in offering assistance to the evicted tenants of those <br />units. None of the tenants, in the units purchased, are under the <br />protection of the condo conversion by -law which a l l o w s them to <br />remain until the completion of five years from eviction notice, or <br />4 18 additional months. <br />The Selectmen were assured that LexHAB would work to help in <br />relocation of the nine tenants affected. <br />PIKE MEADOWS DEVELOPMENT <br />Mr. Marshall introduced Lisa A l bergh i n i and Steve Tyson of <br />Community Builders, Inc., who were present to report to the Board <br />on a revised development plan for Pine Meadows, as submitted to the <br />Planning Board on October 23, 1990. <br />Mr. Marshall noted that the 1990 Town Meeting had been <br />generally supporti of the plan for 40 units of housing and the <br />road design proposed but had expressed reservations regarding the <br />sale of up to 11 lots at market rate to help with the funding of <br />construction. It is felt that the revised plan responds to input <br />from Town Boards and Town Meeting. <br />The original development plan, showing up to 11 lots to be <br />sold was displayed and Mr. Tyson outlined concerns expressed by <br />various boards on several aspects of that plan. <br />
