Specialized <br />training for first responders in accordance with OSHA require- <br />ments will be conducted by local training officers under <br />guidance from OSHA, EPA, FEMA, and National Fire Academy. <br />Training in Incident Command will be conducted by the Fire Chief <br />for Fire, Police, Civil Defense, EMS and DPW employees and the <br />other pertinent agencies. <br />VII. PLAN DEVELOPMENT AND MAINTENANCE <br />All agencies assigned responsibilities in this annex are respon- <br />sible for developing or updating internal action plans and imple- <br />menting procedures that will assure a continuing acceptable degree <br />of operational readiness to carry out their responsibilities. <br />Affected business and industry will coordinate on-site plans with <br />off-site plans and must assist in off-site planning. <br />VIII. LINE OF SUCCESSION <br />The Fire Department is the primary local responder to a Hazardous <br />Materials accident. The line of succession is as follows: <br />1) The Fire Chief; 2) The Assistant Chief, Fire; 3) The Shift Commander <br />IX. CRISIS AUGMENTATION <br />Should additional assistance be required during a HAZMAT incident, <br />a request for state assistance should be made through the Massachusetts <br />Civil Defense Agency. This in no way should interfere with direct <br />assistance presently provided by resources such as DEQE and DPH. <br />Requests for additional assistance should be made by the Incident <br />Commander at the Command Post, to the local Civil Defense Director <br />(except for prearranged mutual support, both fire and police). .The <br />_local CD Director will establish and maintain constant com- <br />munications with the Area Civil Defense Office, and will forward <br />all requests for support through the Area Office to Mass Civil <br />Defense. Support can be provided from both state and federal sour- <br />ces, and requests should be couched in terms of "what is to be <br />done', e.g. request fourteen tons of unsalted sand. (NOT send me <br />three truckloads of sand by XYZ sandpit). <br />N-8 <br />
