(Adjourned. Session of the 1983 Annual Town Meet = May 11, 1983.) <br /> Article 40. In answer to a question raised by Margaret N. Brooke, Angela E. <br /> (Cont.) Frick said that the Conservation Commission had brought the problem <br /> of a developer coming in to Spencer Street to the Board of Select - <br /> men. She added that the Commission feels that it is an "iffy" <br /> situation and that it is up to the town meeting to decide whether <br /> to accept the street or Wait for a developer to come in and con- <br /> struct the street to town specifications. The Commission does not <br /> oppose the resurfacing of the street. 9:05 P.M. <br /> At the request of Joseph 0. Rooney, the following residents were <br /> recognized: Lewis R. Aronin, 20 Ingleside Road, Robert M. Dubow, <br /> 24 Spencer Street and Richard E. Hartwell, 26 Spencer Street. <br /> Mr. Aronin, although not a resident of Spencer Street, said that <br /> he has occasion to travel on the street quite frequently and spoke <br /> of the deplorable condition as did Mr. Dubow, a one year resident, <br /> and Mr. Hartwell, a ten year resident. 9:18 P.M. <br /> The question of sidewalks was raised and Mr. Politi stated that, <br /> although no sidewalks are included i_n the Spencer Street construc- <br /> tion, it is cost efficient to build sidewalks at the time of re- <br /> surfacing. 9:22 P.M. <br /> Ephreim Weiss moved that Article 40 be amended, by adding the <br /> following: "Provided, however, that no sidewalks shall be <br /> included in any of the streets." 9:22 P.M. <br /> Mr. Weiss's motion to amend was declared lost by voice vote. <br /> 9:23 P.M. <br /> Benjamin W. Golini raised the issue of Emerald Street having been <br /> deleted from the list of streets to be accepted although it had <br /> been in the Warrant for this meeting. He spoke of the deplorable <br /> conditions on this street and of the fact that the abutters had <br /> applied for acceptance many times over the years. 9 :25 P.M. <br /> Main motion as presented by Mr. Politi voted on as follows: <br /> (A) Adopted unanimously. 9:25 P.M. <br /> (B) Adopted unanimously. 9:25 P.M. <br /> (C) Adopted by voice vote. 9:26 P.M. <br /> (D) Adopted unanimously. 9:26 P.M. <br /> Article 41. STREET CONSTRUCTION AND LANDTAKING <br /> Presented by Stephen Michael Politi. <br /> MOTION: That the Treasurer with the approval of the Selectmen be <br /> authorized to issue Highway Reimbursement Notes of the Town under <br /> G.L. c. 44, sec. 6, as amended, in anticipation of reimbursement <br /> by the Commonwealth for highway reconstruction and improvements <br /> under the authority of Chapter 90 of the General Laws as funded <br /> by Chapter 351 of the Acts of 1981, Chapter 191 of the Acts of <br /> 1982 and Chapter 732 of the Acts of 1981 and that notes issued for <br /> a shorter period than two years may be refunded by the issue of <br /> new notes maturing within two years from the date of the original. <br /> obligation; and that the Selectmen are authorized to accept funds <br /> from all sources and to take by eminent domain, purchase or other- <br /> wise acquire any fee, easement or other interest in land necessary <br /> therefor. 9:28 P.M. <br /> Mr. Politi stated that this article is for the Hancock Street <br /> Construction Program. The total commitment for this program will <br /> be $137,000 but there will be no town funds. <br /> Adopted unanimously. 9:30 P.M. <br /> Benjamin H.
