<br /> Article 40. (f) Scott Road from Concord Avenue a. distance of 895 feet, more or
<br /> (Cont.) less, to end;
<br /> (g) Trodden Path from Lawn Avenue a distance of 840 feet, more or
<br /> less, to end;
<br /> (B) As (B) To establish as town ways and accept the layout of the
<br /> adopted) following town ways, all as laid out by the Selectmen and shown
<br /> upon a plan on file in the office of the Town Clerk, dated
<br /> December 1, 1982:
<br /> (a) Meadow Brook Avenue from Blossomcrest Road a distance of 283
<br /> feet, more or less, to Wellington Lane Avenue;
<br /> (b) Wellington Lane Avenue from Meadow Brook Avenue a distance of
<br /> 600 feet, more or less, to end; and
<br /> to authorize the Selectmen to take by eminent domain, purchase or
<br /> otherwise acquire any fee, easement or other interest in land
<br /> necessary therefor; that the sum of $172,000 be appropriated for
<br /> such land acquisition, construction, alteration and reconstruction
<br /> of Meadow Brook Avenue and Wellington Lane'Avenue as is necessary,
<br /> and that to raise such amount $160,000 be transferred from the
<br /> Special Assessment Fund and that $12,000 be raised in the tax levy.
<br /> (C) As (C) To establish as a town way and accept the layout of as a
<br /> adopted) town way Spencer Street from #17 a distance of 210 feet, more or
<br /> less, to end as laid out by the Selectmen and shown upon a plan on
<br /> file in the office of the Town Clerk, dated May 18, 1982; to
<br /> authorize the Selectmen to take by eminent domain, purchase or
<br /> otherwise acquire any fee, easement or other interest in land
<br /> necessary therefor; that the sum of $15,000 be appropriated for
<br /> such land acquisition, construction, alteration and reconstruction
<br /> of Spencer Street as is necessary, and that such amount be raised
<br /> in the tax levy.
<br /> (D) As (D) To establish as a town way and accept the layout of as a
<br /> adopted) town way Garfield Street from Hickory Street a distance of 300 feet
<br /> more or less, to Earl Street as laid out by the Selectmen and
<br /> shown upon a plan on file in the office of the Town Clerk, dated
<br /> August 26,1982; to authorize the Selectmen to take by eminent
<br /> domain, purchase or otherwise acquire any fee, easement or other
<br /> interest in land necessary therefor; that the sum of $40,000 be
<br /> appropriated for such land acquisition, construction, alteration
<br /> and reconstruction of Garfield Street as is necessary, and that
<br /> such amount be raised in the tax levy.

<br /> At the request of Mr. Politi, the Moderator stated that Sections
<br /> (A), (B), (C), AND (D) would be separated for the purpose of voting
<br /> but for the purpose of debate they would not be separated.
<br /> 8:47 P.M.
<br /> Nyles Nathan Barnert, Chairman of the Capital Expenditures
<br /> Committee, urged acceptance of the above streets on behalf of his
<br /> committee. 8:48 P.M.
<br /> William W. Welch, Jr. spoke of a serious problem with a section of
<br /> Philip Road but was told by Mr. Politi that that section of Philip
<br /> Road had never been accepted by town meeting. 8:52 P.M.
<br /> In answer to a question raised by Julian J. Bussgang, Mr. Politi
<br /> said that Wellington Lane is an old street and that over the years
<br /> many neighbors had requested that the street be accepted. He read
<br /> a letter from Mr. and Mrs. Sherrard Arch, 16 Wellington Lane Avenue
<br /> supporting acceptance of this street. 8:55 P.M.
<br /> Mr. Politi stated that the Selectmen recommended
<br /> the acceptance of Spencer Street. He said that there was support
<br /> from the neighborhood who did not want to wait for developers to
<br /> construct the street in the event of a new development even though
<br /> it would mean that the developer would pay for the cost. They want
<br /> to have it done now. 9 P.M.
