(Adjourned Session of the 1983 Annual Town Meetinq - April 6, 1983.) <br /> Article 14. (Motion of the Accessory Apartment Committee dated March 30, 1983 <br /> (Cont.) as filed with the Town Clerk on April 4, 1983: (Cont.) <br /> f. By inserting a new section, as follows: <br /> "5.3 CONVERSION OF ONE FAMILY DWELLINGS <br /> The SPGA may issue a special permit for the alteration <br /> of a one family dwelling to accommodate two families, <br /> executed such that: <br /> a) The appearance and character of a one family dwelling <br /> is preserved. <br /> b) The gross habitable area for each family in <br /> such dwelling is at least 700 square feet. <br /> C) No major exterior structural changes are made, except <br /> such as may be ,required for safety by the General Laws <br /> of the Commonwealth. <br /> d) Stairways leading to the second or any higher floor <br /> are enclosed within the exterior walls of the building.) <br /> Steven Clark, Chairman of the Accessory Apartment Committee, <br /> reviewed the work of the committee over the past months. <br /> 8:32 P.M. <br /> Marjorie F. Rawls, Committee member, further explained this new <br /> by -law and stated that the committee unanimously supported it, adding <br /> that they prefer a tightly written law. 8:47 P.M. <br /> Mrs. Rawls was recognized for a second ten minutes and finished <br /> her explanation at 8:57 P.M. <br /> Judith J. Uhrig filed the Report of the Planning Board covering <br /> Article 14 and stated that the Planning Board unanimously recommended <br /> that the Town Meeting adopt the proposed amendment under Article 14. <br /> 8:59 P.M. <br /> Ephraim Weiss stated that he does not feel that everything has been <br /> covered and that the report covered all the basic issues. <br /> 9:05 P.M. <br /> Eric T. Clarke, as an Associate Member of the Board of Appeals, <br /> spoke in support of the article. 9:07 P.M. <br /> Jacquelyn H. Ward made the following motion to amend: <br /> MOTION: That applications for new conversions under this section <br /> will not be accepted prior to July 1984. <br /> 9:07 P.M. <br /> Mrs. Ward explained that if this amendment is adopted, it would.give <br /> the Building Commissioner one year to see if it is workable. <br /> 9:08 P.M. <br /> A short conference was held with Mrs. Ward, the Town Counsel, the <br /> Moderator, Margaret F. Rawls and Steven Clark, after which the <br /> motion to amend, as offered by Mrs. Ward, was changed slightly. The <br /> Moderator read the revised amendment as follows: <br /> MOTION: That Section 5.2.3a be amended by adding thereto the <br /> following sentence: <br /> Applications for new conversions under this section will not be <br /> accepted prior to July 1984. <br /> 9:12 P.M. <br /> Margaret F. Rawls said that the committee had no problem with this <br /> motion to amend. 9:11 P.M. <br /> In response to a request by Julian J. Bussgang, Mrs. Ward stated that <br /> she did not feel the language in her amendment needed to be changed. <br /> 9:17 P.M. <br /> As there were some points of clarification needed, the Moderator <br /> ruled that this time would not be included in the time allowed for <br /> discussion on the amendment. 9:18 P.M. <br />
